Abstract
FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, Juni 2024 JEIHAN MAHENDRA PUTRA EVALUASI KEBIJAKAN PELAYANAN ADMINISTRASI TERPADU (PATEN) PADA KECAMATAN SAWANGAN KOTA DEPOK ABSTRAK Pemerintah daerah merupakan garda terdepan dalam pelaksanaan pelayanan publik yang harus bertransformasi secara cepat seiring dengan perubahan kelembagaan yang ada saat ini. Di sisi lain, penyelenggara pelayanan publik juga harus terus melakukan upaya peningkatan kapasitas kepada para petugas pengelola pengaduan dengan pelatihan-pelatihan yang mendukung dan mampu menjawab harapan masyarakat di era sekarang. Permasalahan-permasalahan tersebut yang umumnya terjadi pada pelayanan publik di Lembaga pelayanan terdekat Masyarakat seperti halnya Kecamatan. Untuk memenuhi kebutuhan pelayanan masyarakat di tingkat Kecamatan maka pemerintah menggulirkan suatu kebijakan yang disebut Pelayanan Administrasi Terpadu Kecamatan (PATEN) dengan dikeluarkannya Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan. Tujuan dari penelitian ini adalah untuk mengetahui serta menganalisis Evaluasi Kebijakan Pelayanan Administrasi Terpadu Kecamatan (PATEN) pada Kecamatan Sawangan Kota Depok. Metode yang digunakan dalam penelitian adalah pendekatan kualitatif dengan metode deskriptif. Hasil Penelitian ini menunjukkan bahwa Kebijakan Pelayanan Administrasi Terpadu Kecamatan pada Kecamatan Sawangan dinyatakan belum sepenuhnya efektif karena ditemukan masih ada beberapa hambatan dalam proses penyelenggaraannya yaitu keterbatasan Sumber Daya Manusia yag ada di Kantor Kecamatan Sawangan Kota Depok. Untuk penyediaan layanan pengaduan pelayanan kepada Kecamatan Sawangan juga masih dirasa belum efektif karena pada website Kecamatan Sawangan seringkali server down. Akibatnya, Masyarakat yang ingin menyampaikan saran dan kritik hanya bisa mengandalkan WhatsApp kepada petugas pelayanan masyarakat atau harus datang secara langsung ke kantor Kecamatan Sawangan. On the other hand, public service providers must also continue to make efforts to increase the capacity of complaint management officers with training that supports and is able to answer the expectations of the community in the current era. These problems generally occur in public services at the closest community service institutions such as the Sub-district. To meet the needs of public services at the Sub-district level, the government has rolled out a policy called the Sub- district Integrated Administrative Service (PATEN) with the issuance of the Minister of Home Affairs Regulation Number 4 of 2010 concerning Guidelines for Sub-district Integrated Administrative Services. The purpose of this study was to determine and analyze the Evaluation of the Sub-district Integrated Administrative Service Policy (PATEN) in Sawangan Sub-district, Depok City. The method used in the study was a qualitative approach with a descriptive method. The results of this study indicate that the Sub-district Integrated Administrative Service Policy in Sawangan Sub-district was declared not fully effective because it was found that there were still several obstacles in the implementation process, namely the limited Human Resources at the Sawangan Sub-district Office, Depok City. For the provision of complaint services to Sawangan District is also still considered ineffective because the website of Sawangan District is often down server. As a result, the community who want to convey suggestions and criticisms can only rely on WhatsApp to public service officers or must come directly to the Sawangan District office.
