Abstract

ABSTRAK Penyelenggaraan pelayanan publik di Indonesia masih memiliki banyak kekurangan yang harus dibenahi. Ombudsman Republik Indonesia merupakan lembaga negara yang perannya sangat dibutuhkan oleh masyarakat terutama dalam pengawasan penyelenggaraan pelayanan publik. Namun masih banyak masyarakat yang belum mengetahui apa itu Ombudsman Republik Indonesia beserta perannya sehingga kehadiran Ombudsman masih kurang dirasakan oleh masyarakat. Oleh karena itu penting bagi Ombudsman untuk melaksanakan sosialisasi kepada masyarakat. Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana strategi Ombudsman dalam mensosialisasikan peran Ombudsman kepada masyarakat berdasarkan teori Alfred Chandler yaitu formulasi dan sasaran jangka panjang, pemilihan tindakan, dan alokasi sumber daya. Metode yang digunakan dalam penelitian ini yaitu deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada indikator formulasi dan sasaran jangka panjang, sudah memiliki kejelasan target, dasar hukum, alur proses perencanaan, sasaran dan tujuan jangka panjang sosialisasi. Pada indikator pemilihan tindakan, Ombudsman melaksanakan strategi pemilihan tindakan sosialisasi yang berusaha menyasar seluruh lapisan masyarakat melalui berbagai metode, baik metode sosialisasi secara langsung seperti seminar, diskusi publik, pameran, lokakarya, Ombudsman goes to campus, PVL on the spot, maupun sosialisasi secara tidak langsung seperti sosialisasi melalui media sosial, media massa dan media cetak. Pada indikator alokasi sumber daya, masih terbatasnya pembinaan dan pengembangan terhadap kompetensi sumber daya manusia yang ada dan masih belum ada staff yang memilki spesialisasi khusus yang dapat mendukung tercapainya tujuan sosialisasi. The Ombudsman of the Republic of Indonesia is a state institution whose role is really needed by the community, especially in supervising the implementation of public services. However, there are still many people who do not know what the Ombudsman of the Republic of Indonesia is and its role, so the presence of the Ombudsman is still not felt by the public. Therefore, it is important for the Ombudsman to carry out outreach to the community. This research aims to find out and analyze the Ombudsman's strategy in socializing the role of the Ombudsman to the public based on Alfred Chandler's theory, namely formulation and long-term targets, action selection and resource allocation. The method used in this research is descriptive with a qualitative approach. Data collection techniques using observation, interviews and documentation. The research results show that the long-term formulation and target indicators already have clear targets, legal basis, planning process flow, long-term goals and objectives of socialization. In terms of action selection indicators, the Ombudsman implements a strategy for selecting socialization actions which seeks to target all levels of society through various methods, both direct socialization methods such as seminars, public discussions, exhibitions, workshops, Ombudsman goes to campus, PVL on the spot, as well as indirect socialization. such as direct outreach through social media, mass media and print media. In terms of resource allocation indicators, there is still limited guidance and development of existing human resource competencies and there are still no staff who have special specializations that can support the achievement of socialization goals.
