Abstract

ABSTRAK “Konsultasi online” adalah konsep e-government pelayanan kesehatan berbasis teknologi yang dapat mengintegrasikan pelayanan kesehatan di Puskesmas dengan bertujuan mempermudah birokrasi pelayanan kesehatan pada masyarakat. Dalam pelaksanaannya masih terdapat beberapa permasalahan antara lain kurangnya sosialisasi, lambatnya balasan dari konsultasi tersebut, dan perekamannya tidak otomatis karena masih menggunakan WhatsApp. Tujuan penelitian ini adalah untuk mengetahui efektivitas “konsultasi online” untuk meningkatkan kualitas pelayanan publik di Puskesmas Pondok Betung Kota Tangerang Selatan. Metode dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi sebagai pelengkap. Penelitian ini dianalisis dengan menggunakan 4 (empat) indikator efektifitas yaitu : (1) Ketepatan Sasaran Program, (2) Sosialisasi Program, (3) Pencapaian Tujuan Program, dan (4) Pemantauan Program. Hasil penelitian menunjukkan efektifitas dalam layanan “konsultasi online” di Puskesmas Pondok Betung belum tercapai dikarenakan masyarakat masih banyak yang belum mengetahui informasi terkait layanan “konsultasi online”. Selain itu masyarakat masih belum memahami “konsultasi online” dan belum memiliki alat komunikasi online, sehingga sulit untuk mengakses layanan ini. Sosialisasi program layanan “konsultasi online” belum optimal, sebab masih banyak masyarakat yang belum mengetahui layanan “konsultasi online” tersebut. Tercapainya tujuan program masih belum efektif dikarenakan layanan “konsultasi online” belum berjalan dengan baik. Dalam pemantauan program tersebut masyarakat masih banyak yang belum menggunakan. Hasil penelitian ini menyimpulkan bahwa pelayanan kesehatan secara online di Puskesmas Pondok Betung Kota Tangerang Selatan belum efektif. In its implementation there are still several problems, including lack of socialization, slow responses to consultations, and recording is not automatic because it still uses WhatsApp. The aim of this research is to determine the effectiveness of "online consultation" to improve the quality of public services at the Pondok Betung Community Health Center, South Tangerang City. The method in this research is a qualitative method with a descriptive approach. Data collection techniques using observation, interviews and documentation as complements. This research was analyzed using 4 (four) indicators of effectiveness, namely: (1) Accuracy of Program Targets, (2) Program Socialization, (3) Achievement of Program Objectives, and (4) Program Monitoring. The research results show that the effectiveness of the "online consultation" service at the Pondok Betung Community Health Center has not been achieved because many people still do not know the information regarding the "online consultation" service. Apart from that, people still don't understand "online consultation" and don't have online communication tools, making it difficult to access this service. The socialization of the "online consultation" service program has not been optimal, because there are still many people who do not know about the "online consultation" service. Achieving the program objectives is still not effective because the "online consultation" service is not running well. In monitoring the program, there are still many people who have not used it. The results of this research conclude that online health services at the Pondok Betung Community Health Center, South Tangerang City are not yet effective.
