Abstract

ABSTRAK Nama : Adam Diwa Kusuma Program Studi : Administrasi Publik Judul : “Inovasi Pelayanan Aplikasi SITARU (Sistem Informasi Tata Ruang) Dinas Tata Ruang Kota Bekasi” Jumlah Halaman : 114 Halaman Kota Bekasi memiliki sistem terkait informasi tata ruang wilayah dengan nama SITARU. SITARU adalah Sistem Informasi berbasis Web GIS (Geographic Information System) Aplikasi untuk memudahkan masyarakat memperoleh informasi dan pelayanan dalam urusan tata ruang di Kota Bekasi, masih terdapat permasalahan dalam penerapan inovasi SITARU yaitu masih kurangnya sosialiasi yang menyeluruh kepada masyarakat terkait cara penggunaan aplikasi SITARU dan kondisi jaringan yang terkadang tidak mendukung saat aplikasi SITARU ini digunakan penyebabnya pelayanan yang diberikan tidak efektif. Tujuan dari penelitian ini yaitu untuk mengeanalisis Inovasi Pelayanan Aplikasi/Web SITARU Dinas Tata Ruang Kota Bekasi. Penelitian ini menggunakan indikator kajian teori inovasi Rogers, Relative advantage, Compability, Complexity ,Triability, Observabity. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa, relative Advantage sangat membantu dalam urusan pelayanan tata ruang di Kota Bekasi yang sebelumnya terkesan manual dan lambat. dengan berbagai fitur yang lengkap dan juga membuat kemudahan saat menggunakan aplikasi tersebut baik dari sisi pegawai dinas tata ruang maupun masyarakat, Compability menciptakan transparansi mengenai pelayanan tata ruang di Kota Bekasi hadirnya SITARU itu tentunya sudah sesuai dengan untuk memperbaiki sistem pelayanan keterangan rencana kota yang jauh lebih efisien dibandingkan dengan cara sebelumnya, Complexity kekuatan sistem yang kadang tidak mendukung membuat pengerjaan tidak efektif dan efisien, Triability kegiatan bimbingan teknis sudah dilakukan kepada seluruh stake holder yang menggunakan aplikasi SITARU, Observabity aplikasi ini diciptakan dengan tujuan untuk pelayanan izin mendirikan bangunan bisa terbantu dengan 1 genggaman dengan fitur yang menarik dan jelas tentunya memudahkan para instansi maupun masyarakat dalam menggunakannya. SITARU is a GIS (Geographic Information System) Web-based Information System Application to make it easier for the public to obtain information and services in spatial matters in Bekasi City, there are still problems in implementing SITARU innovation, namely there is still a lack of thorough outreach to the public regarding how to use the SITARU application and conditions the network sometimes does not support when the SITARU application is used, the reason is that the services provided are ineffective. The purpose of this study is to analyze the SITARU Application/Web Service Innovation at the Bekasi City Spatial Planning Service. This study uses indicators of Rogers' innovation theory study, Relative advantage, Compability, Complexity, Triability, Observability. The research method used is descriptive with a qualitative approach and data collection techniques through observation, interviews and documentation. The results of the study show that Relative Advantage is very helpful in dealing with spatial planning services in Bekasi City, which previously seemed manual and slow with a variety of complete features and also makes it easy to use the application both in terms of spatial planning office employees and the community, Compability creates transparency regarding spatial planning services in Bekasi City. efficient compared to the previous method, Complexity of sytem strength which sometimes does not support making work ineffective and efficient, Triability of technical guidance activities has been carried out for all stakeholders who use the SITARU application, Observability of this application was created with the aim of providing building permit services can be assisted by 1 grip with attractive and clear features certainly makes it easier for agencies and the public to use it.
