Abstract

EFEKTIVITAS PROGRAM SAMSAT KELILING DALAM MENINGKATKAN KEPATUHAN WAJIB PAJAK KENDARAAN BERMOTOR DI KOTA DEPOK Ichwan Santoso Universitas Muhammadiyah Jakarta E-mail: ichwansantoso2000@gmail.com Abstrak: Efektivitas Program Samsat Keliling Dalam Meningkatkan Kepatuhan Wajib Pajak Kendaraan Bermotor Di Kota Depok. Penelitian ini membahas dalam keberhasilan program samsat keliling untuk meningkatkan kepatuhan wajib pajak kendaraan bermotor di kota Depok, yang terjadi salah satunya adalah kepuasan masyarakat dalam program samsat keliling. Tujuan penelitian ini untuk mengetahui tingkat kepuasan masyarakat terhadap pelayanan pembayaran pajak kendaraan bermotor melalui loket Samsat keliling dan menganalisis keberhasilan program Samsat keliling di kota Depok. Penelitian ini mengacu pada teori Efektivitas Program menurut Makmur (2011) dengan 8 indikator. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menampilkan indikator ketepatan menentukan pilihan dalam layanan masyarakat ingin menggunakan layanan yang sangat sesuai dengan kebutuhan masyarakat. Dalam teori ketepatan pengukuran bentuk keberhasilan program samsat keliling yang diberikan pemerintah untuk meningkatkan kepatuhan wajib pajak kendaraan bermotor di kota depok. Teori ketepatan berpikir dalam melakukan pendekatan kepada masyarakat pemerintah melakukan inovasi-inovasi untuk membuat masyarakat semakin mudah dalam membayar . Dalam teori ketepatan waktu sangatlah diunggulkan sebagai bentuk keberhasilan program samsat keliling yang sangat dibutuhkan oleh masyarakat dikarenakan membayar PKB tidak butuh waktu yang sangat lama hanya memerlukan waktu yang singkat 5 sampai 15 menit untuk pelayanan pembayaran pajak kendaraan bermotor. Dalam teori ketepatan dalam melakukan perintah pelaksanaan sosialisasi sangat dibutuhkan oleh pemerintah untuk meningkatkan kesadaran masyarakat terhadap PKB. Dalam teori ketepatan biaya, sarana yang diberikan pemerintah sudah cukup optimal seperti mobil atau bis keliling dan alat-alat operasional prasarana yang diberikan untuk masyarakat hanya ruang tunggu seperti bangku-bangku yang disediakan. Dalam teori ketepatan sasaran keberhasilan program samsat keliling untuk meningkatkan kepatuhan wajib pajak kendaraan bermotor di kota depok. Dalam teori ketetapan menentukan tujuan tercapainya sebuah program menyeluruh proses keberlanjutan program terdapat pendukung seperti inovasi terbaru memikat masyarakat membayar PKB. This study discusses the success of the mobile Samsat program to increase motor vehicle tax compliance in the city of Depok, one of which is community satisfaction in the mobile Samsat program. The purpose of this study was to determine the level of public satisfaction with motor vehicle tax payment services through mobile Samsat counters and to analyze the success of the mobile Samsat program in the city of Depok. This study refers to the theory of Program Effectiveness according to Makmur (2011) with 8 indicators. This study uses a descriptive method with a qualitative approach. The results of the study show indicators of the accuracy of making choices in public services. In theory, the accuracy of measurement forms the success of the mobile Samsat program provided by the government to increase taxpayer compliance for motorized vehicles in the city of Depok. The theory of accuracy of thinking in approaching the community, the government has made innovations to make it easier for people to pay for PKB. In theory, punctuality is highly favored as a successful form of the mobile Samsat program which is much needed by the community because paying the PKB does not take a very long time, it only takes a short time of 5 to 15 minutes for motor vehicle tax payment services. In theory, accuracy in carrying out orders for the implementation of socialization is needed by the government to increase public awareness of PKB. In the theory of cost accuracy, the facilities provided by the government are quite optimal, such as cars or mobile buses and the infrastructure operational tools provided for the community are only waiting rooms such as chairs provided. In theory, the target accuracy is the success of the mobile Samsat program to increase motor vehicle tax compliance in Depok city.
