Abstract

ABSTRAK Nama : Muara Torang Hadomuan NPM : 20200120100010 Judul : Diskursus Geostrategi Polisi Presisi, Relevansi Pada Ketahanan Publik Dosen : Dr. Muh. Kadarisman, SH,. M.Si. Reformasi birokrasi pada tubuh organisasi kepolisan menjadi tujuan utama bagi setiap Kapolri yang sedang menjabat di Kepolisian Republik Indonesia. Perubahan itu tersebut terus melakukan inovasi dan langkah-langkah stratgeis. Pimpinan tinggi Polri setiap periodenya menunjukkan adanya kemajuan dalam melakukan perubahan dalam tubuh organisasi kepolisian itu sendiri. Perubahan dalam tubuh polri dilakukan dengan memberikan posisi yang strategis kepada polisi yang memiliki prilaku dan kemampuan yang dianggap akan dapat membuat perubahan pada tubuh polri. Polisi Presisi merupakan sebuah langkah kebijakan Polisi untuk meningkatkan pelayanan publik secara strategis untuk ketahanan publik. Polisi Presisi merupakan singkatan dari prediktif, responsibilitas, transparasi, dan berkeadilan membuat pelayanan dari kepolisian lebih terintegrasi, modern, mudah, dan cepat. Polisi Presisi dalam penjabaran pelayanan publik dilakukan melalui pengambilan data dan informasi menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif yang diperoleh dengan cara menganalisis hasil wawancara langsung dengan informan aparat kepolisian. Dari hasil wawancara tersebut lalu di dilakukan Agenda setting kebijakan untuk membuat suatu kebijakan penjabaran konsepsi Polisi Presisi. Pemolisian prediktif adalah pengumpulan dan analisis data tentang kejahatan sebelumnya untuk identifikasi dan prediksi statistik individu atau area geospasial dengan kemungkinan peningkatan kriminal. kegiatan untuk membantu mengembangkan intervensi pemolisian dan strategi dan taktik pencegahan.Pemolisian prediktif yang ditujukkan pada analisis deskriptif yang bertujuan untuk mengungkap dan memahami tren kejahatan dengan memproses berbagai macam data (tidak) tidak terstruktur. Konsep ini dapat membantu penegak hukum dalam perencanaan strategis dan taktis mereka dan bagaimana mereka dapat secara efektif menggunakan sumber daya. Kebijakan diharapkan dapat meningkatkan kepercayaan publik, dalam mewujudkan Grand Strategi Polri dalam tahapan mencapai Polisi Presisi. Konsep Polisi Presisi dapat menjadi sarana untuk mewujudkan reformasi Polri. Hal ini dikarenakan melalui pemolisian prediktif, polisi dituntut untuk bertanggung jawab langsung kepada publik. Penelitian ini mempertanyakan ―sejauh mana geostrategi Polisi Presisi untuk ketahanan publik untuk capaian tujuan nilai nilai transparasi, partisipatif dan akuntabel‖ Kata Kunci : geostrategi, Polisi Presisi, ketahanan publik, pelayanan publik, agenda setting kebijakan. Kadarisman, SH,. M.Si. Bureaucratic reform in the police organization is the main goal for every National Police Chief who is currently serving in the Indonesian National Police. These changes continue to innovate and take strategic steps. The top leadership of the National Police each period shows progress in making changes within the police organization itself. Changes in the body of the police are carried out by giving a strategic position to the police who have the behavior and abilities that are considered to be able to make changes to the body of the police. Precision Police is a police policy step to strategically improve public services for public resilience. Police Precision is an abbreviation of predictive, responsible, transparent, and fair making services from the police more integrated, modern, easy, and fast.Precision Police in the elaboration of public services is carried out through data and information collection using a qualitative research type with a descriptive approach obtained by analyzing the results of direct interviews with police informants. From the results of the interview, a policy setting agenda was carried out to make a policy of elaborating the conception of the Precision Police. Predictive policing is the collection and analysis of data on past crimes for the identification and statistical prediction of individuals or geospatial areas with increased criminal likelihood. activities to help develop policing interventions and prevention strategies and tactics. Predictive policing is aimed at descriptive analysis that aims to uncover and understand crime trends by processing various kinds of (un)structured data. This concept can assist law enforcement in their strategic and tactical planning and how they can effectively use resources. The policy is expected to increase public trust, in realizing the Grand Strategy of the Police in the stages of achieving the Precision Police. The concept of the Precision Police can be a means to realize Polri reform. This is because through predictive policing, the police are required to be directly accountable to the public. This study questions "to what extent is the Precision Police geostrategy for public resilience to achieve the goals of transparency, participatory and accountable values?"
