Abstract

ABSTRAK Nama : Agung Bayu Suseno Program Studi : Administrasi Publik Judul Skripsi : Efektivitas Program Kredit Usaha Rakyat Pada Bank Mandiri Central Business District Pluit Dalam Meningkatkan Kesejahteraan Usaha Mikro Kecil Menengah Jumlah Halaman : 85 Halaman + 9 Tabel + 4 Gambar + 6 Lampiran Pemerintah meluncurkan PERMENKO No. 8 Tahun 2019 Tentang Pedoman Pelaksanaan Kredit Usaha Rakyat dalam mensejahterkan pelaku UMKM, dalam pelaksanaannya masih banyak ditemukan masyarakat yang tidak berkembang dengan mengikuti program KUR tersebut masalah yang ditemukan adalah masih banyaknya UMKM yang tidak berkembang, kredit macet, dan penggunaan dana KUR yang tidak tepat. Tujuan penelitian ini adalah untuk mengetahui efektivitas Kredit Usaha Rakyat (KUR) Bank Mandiri Cabang CBD Pluit dalam meningkatkan kesejahteraan UMKM. Metode penelitain deskriptif dengan pendekatan kualitatif, tujuan penelitian ini adalah menganalisis Efektivitas pada program KUR Bank Mandiri, Teori yang digunakan yaitu menurut Budiani dengan empat indikator. Hasil penelitian menurut indikator ketepatan sasaran program KUR belum mencapai sasaran programnya, hal tersebut disebabkan karena diantaranya pada tahun 2020 sampai tahun 2022 terdapat 161 pelaku UMKM, hanya 128 pelaku UMKM yang mengajukan KUR, selanjutnya indikator sosialisasi program belum insentif dilaksanakan dikarenakan tidak adanya koordinasi antara Bank Mandiri CBD Pluit dengan pihak pemerintah untuk bersama-sama melakukan tindakan penyampaian informasi KUR dan pengembangan usaha melalui pelatihan kewirausahaan atau manajemen keuangan kepada masyarakat. Hasil dari indikator tujuan program bahwa belum tercapai secara efektif disebabkan karena kurangnya pengawasan dan belum ada tim yang melakukan pengawasan yang menyebabkan penyaluran tidak terarah pemanfaatannya kepada UMKM. indikator pemantauan program menunjukkan bahwa perlu adanya kegiatan monitoring dan evaluasi yang dilakukan oleh seluruh pimpinan termasuk dari Bank Mandiri maupun Pemerintah Penjaringan dalam memonitoring tingkat kesejahteraan UMKM yang sudah mendapatkan atau menerima program KUR. The purpose of this study was to determine the effectiveness of the People's Business Credit (KUR) Bank Mandiri CBD Pluit Branch in improving the welfare of UMKM Descriptive research method with a qualitative approach, the purpose of this study is to analyze the effectiveness of the Bank Mandiri KUR program, the theory used is according to Budiani with four indicators. The results of the study according to the indicator of the accuracy of the KUR program target has not yet reached its program target, this is because, among others, from 2020 to 2022 there are 161 UMKM actors, only 128 UMKM actors have applied for KUR, then the indicator of program socialization has not been incentivized due to the absence of coordination between Bank Mandiri CBD Pluit and the government to jointly take action to convey KUR information and business development through entrepreneurship or financial management training to the community. The results of the program objective indicator that it has not been achieved effectively are due to the lack of supervision and there is no team to carry out supervision which causes the distribution to be undirected in its utilization to UMKM. the program monitoring indicator shows that there is a need for monitoring and evaluation activities carried out by all leaders including from Bank Mandiri and the Penjaringan Government in monitoring the level of welfare of UMKM who have received or received the KUR program..
