Abstract

ABSTRAK Kinerja suatu instansi pemerintah dapat dilihat dari kinerja pegawai atau aparatur pemerintahnya, penulis akan memfokuskan penelitian ini di sekretariat DPRD Kota Tangerang Selatan, dimana pegawai sekretariat DPRD Kota Tangerang Selatan mempunyai tugas dan pokok yaitu memfasilitasi anggota DPRD Kota Tangerang Selatan. Dalam menilai kinerja pegawai, penilaian kinerja sangat penting bagi setiap pegawai untuk mengukur bagaimana prestasi kerja pegawai. Tersebut dan mengukut sejauh mana tugas pokok dan fungsi sekretariat DPRD dapat terlaksana. Tujuan penelitian ini adalah untuk mengetahui bagaimana kinerja pegawai di sekretariat DPRD Kota Tangerang Selatan. Metode penelitian yang digunakan dalam penelitian ini menggunakan pendekatan dekskripsi kualitatif, Teknik Pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Menggunakan indikator teori dari Hasibuan (2012) yang menyebutkan indikator kinerja pegawai terdiri dari kualitas kerja, kuantitas kerja, kedisiplinan, dan tanggungjawab. Teknik penarikan informan menggunakan teknik purposive sampling. Kemudian analisis data dilaksanakan melalui tahapan antara lain reduksi data, penyajian data dan kesimpulan. Untuk menguji keabsahan data digunakan teknik tringulasi yaitu dengan pemeriksaan melalui sumber lainnya. Berdasarkan hasil penelitian dapat dinyatakan bahwa kualitas kerja sub bagian penyelenggaraan pengawasan sudah baik. Kemudian kuantitas kerja pegawai sudah baik. Selanjutnya kedisiplinan pegawai sub bagian penyelenggaraan dan pengawasan dikatakan belum baik. Kemudian indikator kerjasama yang dilakukan oleh sub bagian penyelenggaraan pengawasan sudah baik. Berkaitan dengan indikator terakhir mengenai tanggung jawab, pegawai sub bagian penyelenggaraan pengawasan sudah bertanggung jawab. In assessing employee performance, performance appraisal is very important for every employee to measure how employee performance is. This and measure the extent to which the main tasks and functions of the DPRD secretariat can be carried out. The purpose of this study was to find out how the performance of employees at the South Tangerang City DPRD secretariat. The research method used in this study uses a qualitative description approach. Data collection techniques are carried out by means of interviews, observation, and documentation. Using theoretical indicators from Hasibuan (2012) which states that employee performance indicators consist of work quality, work quantity, discipline, and responsibility. Informant withdrawal technique using purposive sampling technique. Then data analysis was carried out through stages including data reduction, data presentation and conclusions. To test the validity of the data, the triangulation technique was used, namely by checking through other sources. Based on the results of the study, it can be stated that the work quality of the sub-division for the implementation of supervision is good. Then the quantity of work of employees is good. Furthermore, the discipline of employees of the sub-section of management and supervision is said to be not good. Then the indicators of cooperation carried out by the sub-section of the supervision administration are good. In connection with the last indicator regarding responsibility, the employee of the sub-division for the implementation of supervision is already responsible.
