Abstract
ABSTRAK Nama : GUSTINAWATI Program Studi : Administrasi Publik Judul Skripsi : “Pengaruh Penerapan Prinsip-Prinsip Good Governance Terhadap Kualitas Pelayanan Publik Di Badan Pendapatan Daerah Kota Tangerang Selatan” Good Governance adalah tata kepemerintahan yang baik istilah ini muncul Ketika rezim orde baru telah berakhir. Konsep good governance ini muncul karena kurang efektifnya kinerja pemerintah yang selama ini dipercaya sebagai penyelenggaraan urusan publik. Badan Pendapatan Daerah Kota Tangerang Selatan menjalankan pelayanan perpajakkan daerah namun pada kenyataannya pelayanan yang diberikan kepada masyarakat masih adanya kekurangan seperti lambat, berbelit-belit dan tidak tepat waktu. Tujuan penelitian ini adalah untuk mengetahui seberapa besar pengaruh penerapan prinsip-prinsip good governance terhadap kualitas pelayanan publik di Badan Pendapatan Daerah Kota Tangerang Selatan. Penelitian ini menggunakan teori Dwiyanto (2014) mengenai Prinsip-Prinsip Good Governance (X) dengan 6 indikator yaitu Akuntabel, Efisien, Responsif, Non Partisan, Partisipasi, Transparansi dan teori Carlson dan Schwarz (2003) dalam Denhardt dan Denhardt (2013) mengenai Kualitas Pelayanan Publik (Y) dengan 8 indikator yaitu Convenience (Kemudahan), Security (Kemanan), Realibility (Keandalan), Personal Attention (Perhatian Personal), Problem Solving Approach (Pendekatan Pemecahan Masalah), Fairnes (Keadilan), Fiscal Responbility (Tanggung Jawab Fiskal), The Influence Of Citizens (Pengaruh Warga Negara). Pada penelitian ini menggunakan metode kuantitatif asosiatif. Teknik pengumpulan data dengan menggunakan kuesioner (angket), Dokumentasi, Observasi atau pengamatan. Hasil penelitian ini menjelaskan bahwa Pengaruh Penerapan Prinsip�Prinsp Good Governance terdapat pengaruh yang positif terhadap Kualitas Pelayanan Publik. Hal ini di tunjukkan pada hasil regresi linear sederhana yang memiliki nilai t hitung sebesar 19,293 Yang lebih besar dari t tabel sebesar 1,661 dan memiliki nilai signifikan sebesar 0,000. Kemudian nilai koefisien determinasi dapat dilihat bahwa R Square sebesar 0,792. The concept good governance arises because of the ineffective performance of the government, which has been trusted to administer public affairs. The Regional Revenue Agency of South Tangerang City runs regional tax services but in reality the services provided to the community still have shortcomings such as slow, convoluted and not timely. The purpose of this study was to determine how much influence the application of the principles of good governance has on the quality of public services at the Regional Revenue Agency of South Tangerang City. This study uses Dwiyanto (2014) theory of the Principles of Good Governance (X) with 6 indicators, namely Accountable, Efficient, Responsive, Non-Partisan, Participation, Transparency and Carlson and Schwarz's (2003) in Denhardt and Denhardt theory of Public Service Quality (Y) with 8 indicators, namely Convenience (Ease ), Security , Realibility , Personal Attention , Problem Solving Approach , Fairnes , Fiscal Responsibility , The Influence Of Citizens . In this study using quantitative asociative methods. Data collection techniques using a questionnaire (questionnaire), Documentation, Observation or observation. The results of this study explain that the effect of the application of the principles of good governance has a positive effect on the quality of public services. This is shown in the results of simple linear regression which has a t-count value of 19.293, which is greater than the t-table of 1.661 and has a significant value of 0.000. Then the value of the coefficient of determination can be seen that R Square is 0,792.
