Abstract

ABSTRAK Nama : Rokaiyah NPM : 20200120100003 Judul Tesis : Efektifitas Pelaksanaan Program RPTRA Dalam Menciptakan Kota Layak Anak Di Kelurahan Sungai Bambu Kota Administrasi Jakarta Utara Dosen Pembimbing : Dr. Khaerul Umam Noer, M.Si Anak seringkali tidak mendapatkan haknya bahkan untuk tumbuh dan kembang sesuai dengan harkat dan bartabat sebagai manusia. Jumlah kekerasan terhadap anak DKI Jakarta setiap tahunnya terus meningkat tiap tahunnya. Pemerintah pun menggulirkan kebijakan (KLA) sebagai salah satu solusi dalam memeberikan perlindungan anak berdasarkan keputusan Menteri Negara pemberdayaan perempuan dan perlindungan anak republik Indonesia Nomor 56 tahun 2010 tentang penujukandan penetapan 20 provinsi untuk mengembangkan kabupaten/kota layak anak salah satunya provinsi DKI Jakarta yang menjadi pilot project pengembangan KLA. Salah satu kebijakan dimiliki oleh DKI Jakarta yg mendukung KLA adalah dengan membangun dan penyebaran RPTRA. Sesuai program KLA ada 5 klaster KLA yaitu pertama Hak Sipil dan Kebebasan, kedua Lingkungan keluarga dan pengasuhan alternatif, ketiga Kesehatan dasar dan kesejahteraan, keempat Pendidikan,pemanfaatan waktu luang & kegitan budaya, kelima perlidungan khusus ini merupakan pedoman dasara dalam kegiatan yang ada di RPTRA Sungai Bambu. Adapun tujuan dari penelitian ini adalah untuk melihat sudah sejauh mana program berjalan dan untuk untuk mengetahui hasil evaluasi program dengan menggunakan model evaluasi CIPP. Penelitian ini menggunakan pendekatan deskritif kualitatif, yaitu penelitian yang dilakukan untuk memperoleh gambaran yang jelas mengenai sutau kejadian tertentu. Teknik pengumpulan data dilakukan dengan metode observasi, wawancara dan dokumentasi. Hasil dari penelitian ini menunjukan pelaksanaan program RPTRA Sungai Bambu berjalan Efektif dilihat dari evaluasi conteks, input, process, product sudah cukup baik, karena dampaknya sudah dirasakn orang tua dan ana-anak yang berada di sekitar RPTRA Sungai Bambu. The number of violence against children in DKI Jakarta continues to increase every year.The government also rolled out a policy (KLA) as a solution in providing child protection based on the decision of the Minister of State for women's empowerment and child protection of the Republic of Indonesia Number 56 of 2010 concerning the appointment and determination of 20 provinces to develop child-friendly districts/cities, one of which is DKI Jakarta province which became the pilot. KLA development project. One of the policies owned by DKI Jakarta that supports KLA is to build and deploy RPTRA.According to the KLA program, there are 5 KLA clusters, namely:Civil rights and freedoms, second family environment and alternative care, third basic health and welfare, fourth education, the use of leisure time & cultural activities, these five special protections are the basic guidelines in the activities in the Sungai Bambu RPTRA. The purpose of this research is to see how far the program has run and to find out the results of program evaluation using the CIPP evaluation model. This study uses a qualitative descriptive approach, namely research conducted to obtain a clear picture of a particular event. Data collection techniques were carried out by observation, interview and documentation methods. The results of this study show that the implementation of the Sungai Bambu RPTRA program is running effectively, judging from the evaluation of the context, input, process, product that is quite good, because the impact has been felt by parents and children around the Sungai Bambu RPTRA.
