Abstract

ABSTRAK Nama : W.A. William Yani NPM : 20200120160001 Judul Tesis : Analisis Pengaruh Kebijakan Penanganan Pandemi Covid-19 dan Gaya Kepemimpinan Ketua DPRD Terhadap Kinerja Organisasi DPRD Kota Tangerang Tahun 2020-2021 Dosen Pembimbing: Prof. Dr. Azhari Aziz Samudra, M.Si Secara garis besar sudah dilakukan upaya penanganan Covid-19 baik melalui kebijakan sebagai bagian dari kinerja DPRD Kota Tangerang akan tetapi belum optimal dan perlu adanya peningkatan. Rumusan masalah dalam tesis ini adalah: 1) Seberapa jauh pengaruh kebijakan Penanganan Pandemi Covid-19 terhadap kinerja organisasi DPRD Kota Tangerang Tahun 2020-2021? 2) Seberapa jauh pengaruh gaya kepemimpinan Ketua DPRD di dalam menangani Covid-19 terhadap kinerja organisasi DPRD Kota Tangerang Tahun 2020-2021? 3) Seberapa jauh pengaruh penanganan pandemi Covid-19 dan gaya kepemimpinan Ketua DPRD di dalam menangani Covid-19 secara bersama-sama terhadap kinerja organisasi DPRD Kota Tangerang Tahun 2020-2021? Teori yang digunakan adalah teori Edward III. Metode Penelitian menggunakan metode Kuantitatif, Kesimpulan Tesis ini adalah sebagai berikut 1) Terdapat pengaruh kebijakan penanganan pandemi Covid-19 terhadap kinerja Organisasi DPRD Kota Tangerang. Hal ini ditandai dengan nilai koefisien kebijakan penanganan pandemi Covid 19 sebesar 0,259 bertanda positif dengan hasil t hitung sebesar 2,934 > t tabel (1,679) dan signifikansi t sebesar 0,005 < 0,05. 2) Terdapat pengaruh gaya kepemimpinan Ketua DPRD Kota Tangerang terhadap kinerja organisasi DPRD Kota Tangerang. Hal ini ditandai dengan nilai koefisien gaya kepemimpinan Ketua DPRD Kota Tangerang sebesar 0,456 bertanda positif dengan dengan hasil t hitung sebesar 7,885 > t tabel (1,679) dan signifikansi t sebesar 0,000 < 0,05. Artinya, H2 diterima. 3) Terdapat pengaruh kebijakan penanganan pandemi Covid-19 dan gaya kepemimpinan Ketua DPRD Kota Tangerang secara bersama-sama terhadap kinerja organisasi DPRD Kota Tangerang. Hal ini ditandai dengan nilai F hitung yang diperoleh sebesar 48,965 > F tabel (3,20) dan signifikansi F yang diperoleh dari model sebesar 0,000 lebih kecil dari 0,05. Artinya, H3 diterima. Sedangkan sarannya adalah sebagai berikut 1) diharapkan gaya kepemimpinan yang digunakan oleh Ketua DPRD Kota Tangerang dapat lebih ditingkatkan kembali agar kinerja organisasi DPRD Kota Tangerang menjadi lebih baik lagi dikemudian hari. Hal ini perlu dilakukan agar pegawai/staf yang bekerja di DPRD Kota Tangerang menjadi lebih termotivasi untuk dapat menampilkan kinerja terbaiknya dalam menyelenggarakan pemerintahan. 2) diharapkan perlu adanya peningkatan peran Ketua DPRD Kota Tangerang dalam penyusunan kebijakan maupun proses implementasinya sehingga tercipta kerjasama yang bagus dilingkungan organisasi DPRD Kota Tangerang. 3) diharapkan kedepan ada peningkatan kualitas pelayanan dalam penerapan kebijakan yang telah diterbitkan sesuai dengan tupoksi yang berlaku sehingga dapat meningkatkan kepuasan masyarakat. William Yani NPM : 20200120160001 Thesis Title : Analysis of the Impact of Pandemic Handling Policies Covid-19 and the Leadership Style of the DPRD Chair on the Organizational Performance of the Tangerang City DPRD in 2020-2021 Supervisor : Prof. Dr. Azhari Aziz Samudra, M.Si Broadly speaking, efforts to handle Covid-19 have been carried out both through policies as part of the performance of the Tangerang City DPRD, but they have not been optimal and need improvement. The formulation of the problem in this thesis are: 1) How far is the impact of the Covid-19 pandemic handling policy on the organizational performance of the Tangerang City DPRD in 2020-2021? 2) How far is the influence of the leadership style of the chairman of the DPRD in dealing with Covid-19 on the organizational performance of the Tangerang City DPRD in 2020-2021? 3) How far is the influence of the handling of the Covid-19 pandemic and the leadership style of the chairman of the DPRD in dealing with Covid-19 together on the organizational performance of the Tangerang City DPRD in 2020-2021? The theory used is the theory of Edward III. The research method uses the quantitative method, the conclusions of this thesis are as follows: 1) There is an influence of the Covid-19 pandemic Handling Policy on the Organizational Performance of the Tangerang City DPRD. This is indicated by the coefficient value of the Covid 19 pandemic handling Policy of 0.259 which is positive with the result of t count of 2.934 > t table (1.679) and a significance of t of 0.005 < 0.05. 2) There is an influence of the Leadership Style of the Tangerang City DPRD Chairman on the Organizational Performance of the Tangerang City DPRD. This is indicated by the coefficient value of the Leadership Style of the Tangerang City DPRD Chairman of 0.456, which is positive with the results of t count of 7.885 > t table (1.679) and a significance of t of 0.000 < 0.05. That is, H2 is accepted. 3) There is an effect of the Covid-19 pandemic handling Policy and the Leadership Style of the Tangerang City DPRD Chairman together on the Organizational Performance of the Tangerang City DPRD. This is indicated by the calculated F value obtained at 48.965 > F table (3.20) and the F significance obtained from the model is 0.000 which is smaller than 0.05. That is, H3 is accepted. While the suggestions are as follows 1) it is hoped that the Leadership Style used by the Chair of the Tangerang City DPRD can be further improved so that the Organizational Performance of the Tangerang City DPRD will be even better in the future. This needs to be done so that the employees/staff who work in the Tangerang City DPRD become more motivated to be able to show their best performance in administering the government. 2) it is hoped that the role of the Chairperson of the Tangerang City DPRD should be increased in the formulation of policies and the implementation process so as to create good cooperation within the Tangerang City DPRD organization. 3) it is hoped that in the future there will be an increase in service quality in the implementation of policies that have been issued in accordance with the applicable Job descriptions so as to increase community satisfaction.
