Abstract

ABSTRAK Skripsi ini membahas mengenai prinsip good governance dalam pengelolaan kebijakan Satu Milyar Satu Desa (Samisade) di fokuskan pada tiga prinsip yang dikaji meliputi akuntabilitas, transparansi, dan partisipasi serta faktor pendukung dan penghambat. Penelitian ini bertujuan untuk mengetahui penerapan prinsip good governance dalam pengelolaan keuangan desa melalui kebijakan Satu Milyar Satu Desa. Sasaran penelitian ini adalah Desa Pasir Angin Kecamatan Cileungsi Kabupaten Bogor. Adapun metode dalam penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui tahapan wawancara, studi dokumentasi, serta observasi dengan metode analis data yaitu data collection, reduksi data, penyajian data, dan verifikasi. Berdasarkan hasil penelitian dapat disimpulkan bahwa prinsip good governance dalam pengelolaan Samisade di Desa Pasir Angin sudah berjalan dengan baik. Hal ini dapat dilihat dari indikator (1) akuntabilitas dijalankan sesuai prosedur dan mekanisme, Kepala Desa sebagai eksekutor bertanggung-jawab penuh dalam pengelolaan Samisade; (2) bentuk transparansi atau keterbukaan adalah memasang banner atau billboard di depan kantor Desa Pasir Angin yang menginformasikan rincian anggaran pemasukan dan pengeluaran dana Samisade; (3) bentuk partisipasi yaitu masyarakat terlibat bersama Pemerintah Desa Pasir Angin dalam merealisasikan Samisade. Faktor pendukung dalam pengelolaan Samisade di Desa Pasir Angin meliputi Sumber Daya Manusia, sarana dan prasarana, komunikasi, dan dukungan masyarakat terhadap Pemerintah Desa. Sedangkan, faktor penghambat yakni faktor cuaca seperti hujan sehingga lambat dalam infrastruktur pembangunan jalan. The aim to determine application of good governance principles. The target is Pasir Angin Village, Cileungsi District, Bogor Regency. The method used is a qualitative approach with case studies. Data collection techniques for a study on the management of Samisade in Pasir Angin Village include interviews, documentation studies, and observation with data analysis methods. The study concluded that the principles of good governance in Samisade management are being implemented effectively. Accountability is ensured through adherence to procedures and mechanisms, with the Village Head taking full responsibility. Transparency is demonstrated through the display of budget details on a banner in front of the village office. Participation is encouraged through collaboration between the community and the village government. The management of Samisade in Pasir Angin Village is supported by factors such as human resources, facilities and infrastructure, communication, and community support. However, weather conditions, particularly rain, hinder the construction of road infrastructure. Overall, the study highlights the successful implementation of good governance principles in the management of Samisade in Pasir Angin Village, with some challenges posed by weather conditions.
