Abstract

ABSTRAK Penyandang disabilitas sering kali mendapatkan perlakuan yang berbeda dan dianggap pesimis di lingkungan sekitarnya. Hal ini juga berlaku pada dunia pekerjaan, dimana penyandang disabilitas dianggap tidak kompeten dan memiliki produktivitas yang minim. Sedikitnya akses bagi penyandang disabilitas untuk mendapatkan informasi pekerjaan, bekerja pada sektor formal maupun mendapatkan keterampilan. Pada penelitian ini memiliki permasalahan yaitu peran yang dilakukan oleh Dinas Tenaga kerja Kabupaten Tangerang dalam melaksanakan kebijakan terbilang belum optimal, terdapatnya hambatan dan kurang mendukungnya faktor lingungan. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan unit layanan disabilitas di Dinas Tenaga Kerja Kabupaten Tangerang. Dalam penelitian ini menggunakan teori implementasi kebijakan Thomas B. Smith yaitu, kebijakan yang diidealkan, kelompok sasaran, organisasi pelaksana, dan faktor lingkungan. Metode yang dilakukan dalam penelitian ini yaitu deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa pada indikator kebijakan yang diidealkan terdapat pola komunikasi dan koordinasi yang tidak ideal karena masih banyak perusahaan yang belum mempekerjakan penyandang disabilitas, Disnaker Kabupaten Tangerang menyatakan di wilayah Kabupaten Tangerang kekurangan penyandang disabilitas yang dapat disalurkan untuk bekerja sedangkan fakta lapangan menunjukkan masih terdapat penyandang disabilitas pada usia produktif yang belum bekerja, tidak ada Unit tersendiri untuk ULD ketenagakerjaan dan data admnistrasi yang kurang baik. Pada indikator kelompok sasaran dikatakan tidak berhasil karena terjadinya keluhan dari penerima kebijakan terhadap pelaksanaan kebijakan ini. Pada indikator faktor lingkungan, dilihat dari kondisi sosial, ekonomi, dan politik belum turut mendorong keberhasilan implementasi kebijakan karena kondisi yang tidak kondusif seperti masih adanya diskriminasi dan fasilitas yang sederhana. This also applies at working places, where people with disabilities are considered incompetent and have minimal productivity. There is minimum access for people with disabilities to get job information, work in the formal sector and get skills. In this study, the problem is that the role played by Dinas Tenaga Kerja Tangerang Regency in implementing the policy is not optimal, there are obstacles and lack of support from environmental factors. This study aims to determine and analyze the implementation of the disability service unit policy (Kebijakan ULD Ketanagakerjaan) at Dinas Tenaga Kerja Tangerang Regency. This research uses the policy implementation theory of Thomas B. Smith's policy implementation theory, namely, idealized policies, target groups, implementing organizations, and environmental factors. The method used in this research is descriptive with a qualitative approach. The results showed that in the idealized policy indicators there were communication and coordination patterns that were not ideal because there were still many companies that had not hired people with disabilities, Dinas Tenaga Kerja Tangerang Regency stated that in the Tangerang Regency area there were a shortage of people with disabilities who could be channeled to work while the facts on the ground showed that there were still people with disabilities at productive age who had not worked, there was no separate unit for ULD employment and poor administrative data. The target group indicator is said to be unsuccessful because of complaints from policy recipients about the implementation of this policy. In the indicator of environmental factors, seen from social, economic and political conditions, it has not contributed to the success of policy implementation because conditions are not conducive, such as discrimination and minim facilities.
