Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Peraturan Gubernur DKI Jakarta Nomor 128 Tahun 2019 terkait penyediaan lajur khusus sepeda di DKI Jakarta dan faktor-faktor yang mempengaruhinya. Penelitian ini merupakan jenis penelitian hukum empiris, yang mengkaji implementasi peraturan hukum yang berlaku dan dampaknya pada masyarakat. Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian ini dianalisis melalui reduksi data, penyajian hasil analisis dalam bentuk narasi dan pengambilan kesimpulan. Implementasi Peraturan Gubernur DKI Jakarta Nomor 128 Tahun 2019 terhadap penerapan lajur khusus sepeda di DKI Jakarta dilakukan oleh Dinas Perhubungan Provinsi DKI Jakarta melalui pemasangan rambu lalu lintas dan marka lajur khusus sepeda, serta upaya sosialisasi. Namun, dalam implementasinya, terdapat beberapa faktor yang berperan dalam kesulitan dan tantangan. Faktor-faktor tersebut antara lain adalah kurangnya sosialisasi yang efektif oleh aparat penegak hukum, rendahnya kesadaran dan kepatuhan hukum masyarakat terhadap aturan jalur khusus sepeda, serta ketidaktegasan penegakan hukum oleh aparat penegak hukum terhadap pelanggaran aturan tersebut. Melihat bahwa pelanggaran masih terjadi karena kurangnya penegakan hukum yang tegas oleh aparat penegak hukum, disarankan untuk melakukan upaya yang lebih maksimal guna meningkatkan kepatuhan terhadap peraturan jalur khusus sepeda. Hal ini bertujuan untuk menciptakan lingkungan yang aman bagi pengguna jalur khusus sepeda serta meningkatkan ketertiban dalam berlalu lintas di DKI Jakarta. Dengan demikian, implementasi peraturan ini diharapkan dapat berjalan lebih efektif dan memberikan manfaat yang lebih besar bagi masyarakat. The research falls under the category of empirical legal study, which examines the implementation of existing legal regulations and their impact on society. The method used is descriptive with a qualitative approach. The results of this research were analyzed through data reduction, presentation of analysis in narrative form, and drawing conclusions. The implementation of Governor Regulation of DKI Jakarta Number 128 of 2019 regarding the establishment of dedicated bicycle lanes in DKI Jakarta was carried out by the DKI Jakarta Provincial Transportation Department through the installation of traffic signs and bicycle lane markings, as well as socialization efforts. However, in its implementation, there are several factors that play a role in difficulties and challenges. These factors include the lack of effective socialization by law enforcement officials, low awareness and compliance of the public towards the dedicated bicycle lane rules, and the lack of firm law enforcement by the authorities in response to violations of these rules. Considering that violations still occur due to the lack of strict law enforcement by the authorities, it is recommended to make more substantial efforts to increase compliance with the dedicated bicycle lane regulations. This is aimed at creating a safer environment for bicycle lane users and improving traffic order in DKI Jakarta. Consequently, it is expected that the implementation of this regulation will be more effective and bring greater benefits to the community.
