Abstract

ABSTRAK Pemerintah membuat program sertifikat halal gratis bagi para pelaku usaha. Berdasarkan data tahun 2016 – 2022 terdapat 211 pelaku usaha yang sudah memiliki sertifikat halal dari 68.025 unit usaha mikro, kecil dan menengah (UMKM), sementara dari 250. 000 produk terdapat 7000 produk yang sudah bersertifikat halal di kota Depok. Masalah lain, belum optimal nya pendamping proses produk halal (PPH) dalam sertifikat halal gratis. Tujuan penelitian ini, untuk menganalisis implementasi kebijakan sertifikat halal gratis di kota Depok dengan menggunakan metode penelitian kualitatif deskriptif menggunakan teori implementasi Van Meter Van Horn dengan menggunakan 6 variabel. Adapun hasil penelitian tersebut yakni (1) Ukuran dan tujuan kebijakan sertifikat halal gratis bagi UMK menyesuaikan regulasi yang ada dan memiliki bentuk pedoman penunjuk Implementasi dan pedoman petunjuk teknis yang mengatur, dan dalam pelaksanaanya masih terdapat kontradiksi dengan tujuan serta terlalu ideal dalam pelaksanaan nya kepada pelaku UMK untuk keberhasilan pada Oktober 2024 (2) Sumber daya dalam pelaksanaannya sudah mendukung akan tetapi SDM dalam mengelola website masih kurang (3) Karakteristik Agen pelaksana dalam pelaksanaanya terdapat perubahan dalam agen pelaksana yakni dari Komisi Fatwa Majelis Ulama Indonesia ke Tim Pelaksanan Tugas Komite Fatwa Produk Halal di bawah Kementerian Agama dalam penetapan produk halal yang dimana semua agen pelaksana memiliki peran dan tanggung jawab dalam kebijakan tersebut, akan tetapi regulasi yang berubah dalam proses pendampingan halal kepada pelaku UMK yang mengakibatkan perlu disosialisasikan kembali serta website Sihalal yang terkadang lambat dalam memproses pendaftaran (4) Sikap dan Kecenderungan para pelaksanaan telah memiliki keseriusan dan komitmen untuk mendukung pelaksanaan tersebut (5) Komunikasi antar Organisasi berjalan dengan baik antara pelaksanaan akan tetapi sosialisi kepada pelaku UMK masih kurang terlaksana dengan baik (6) Kondisi sosial, ekonomi dan politik sudah mendukung kebijakan tersebut akan tetapi kondisi sosial UMK yang tidak stabil dan berubah- ubah sehingga dalam sasaran UMK memiliki sertifikat halal gratis menjadi sulit. Based on data from 2016 – 2022, there are 211 business actors who already have halal certificates from 68,025 units of micro, small and medium enterprises (MSMEs), while from 250. 000 products there are 7000 products that have been certified halal in the city of Depok. Another problem is that the halal product process companion (PPH) has not been optimal in the free halal certificate. The purpose of this study is to analyze the implementation of the free halal certificate policy in Depok city using descriptive qualitative research methods using Van Meter Van Horn implementation theory using 6 variables. The results of the study are: (1) The size and purpose of the free halal certificate policy for MSEs adjust to existing regulations and have the form of guidelines for implementation guidelines and technical guidelines that regulate, and in its implementation there are still contradictions with the objectives and too ideal in their implementation for MSE actors for success in October 2024 (2) Resources in its implementation have been supportive, but human resources in managing the website are still lacking (3) Characteristics of implementing agents in its implementation there are changes in implementing agents, namely from the Fatwa Commission of the Indonesian Ulema Council to the Task Implementation Team of the Halal Product Fatwa Committee under the Ministry of Religious Affairs in determining halal products where all implementing agents have roles and responsibilities in the policy, but the regulations are changing in the process of halal assistance to MSE actors which results in the need to be re-socialized and the Sihalal website that Sometimes slow in processing registration (4) The attitude and tendency of the implementers already have the seriousness and commitment to support the implementation (5) Communication between organizations runs well between the implementations however, socialization to MSE actors is still not carried out properly (6) Social, economic and political conditions have supported the policy, but the unstable and changing conditions of MSEs so that the target of MSEs having a halal certificate is difficult.
