Abstract

ABSTRAK Penyandang disabilitas adalah seseorang yang kehilangan fungsi organ tubuhnya atau yang memiliki keterbatasan fisik maupun mental yang dimana hal tersebut dapat menghambat ataupun kesulitan untuk berpartisipasi penuh dalam bermasyarakat. Salah satunya hak penyandang disabilitas adalah mendapatkan pendidikan. Hal tersebut, penyandang disabilitas masih kesulitan dalam memperoleh haknya sebagai WNI untuk perwujudan kesamaan hak dan kesempatan bagi penyandang disabilitas menuju kehidupan yang sejahtera, mandiri dan tanpa diskriminasi. Oleh karena itu, pemerintah Negara Indonesia mengeluarkan regulasi pemenuhan sarana dan prasarana berupa akomodasi yang layak untuk peserta didik penyandang disabilitas yaitu Peraturan Pemerintah Republik Indonesia Nomor 13 Tahun 2020 Tentang Akomodasi Yang Layak Untuk Peserta Didik Penyandang Disabilitas. Dalam hal ini, Universitas Muhammadiyah Jakarta merupakan salah satu instansi pendidikan yang sudah menjalankan regulasi tersebut. Tujuan penelitian ini untuk mengetahui Implementasi Kebijakan Akomodasi Yang Layak Untuk Peserta Didik Penyandang Disabilitas Di Universitas Muhammadiyah Jakarta. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menggunakan teori George C. Edward III. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Penentuan informan berjumlah 11 orang dengan menggunakan teknik purposive sampling. Pengolahan data menggunakan teknik triangulasi. Hasil dari penelitian ini adalah Universitas Muhammadiyah Jakarta sudah menjalankan regulasi tesebut, namun belum berjalan secara optimal dikarenakan terdapat beberapa hambatan seperti infrastruktur yang sudah ada jauh sebelum masuknya mahasiswa disabilitas, terbatasnya anggaran yang dikhususkan untuk sarana prasarana disabilitas, dan belum adanya pelatihan khusus bagi staf/karyawan sehingga belum menghasilkan pelayanan prima untuk mahasiswa disabilitas. One of the rights of people with disabilities is to get an education. Therefore, people with disabilities still find it difficult to obtain their rights as Indonesian citizens for the realization of equal rights and opportunities for people with disabilities towards a prosperous, independent and non-discriminatory life. Therefore, the Indonesian government issued a regulation on the fulfillment of facilities and infrastructure in the form of adequate accommodation for students with disabilities, namely Government Regulation of the Republic of Indonesia Number 13 of 2020 concerning Adequate Accommodation for Students with Disabilities. In this case, the University of Muhammadiyah Jakarta is one of the educational institutions that has implemented the regulation. The purpose of this study is to determine the implementation of adequate accommodation policies for students with disabilities at the University of Muhammadiyah Jakarta. This research uses a descriptive qualitative approach using the theory of George C. Edward III. Data collection techniques use observation, interviews, and documentation. Determination of informants totaling 11 people using purposive sampling techniques. Data processing using triangulation techniques. The result of this study is that the University of Muhammadiyah Jakarta has implemented the regulation, but it has not run optimally because there are several obstacles such as infrastructure that has existed long before the entry of students with disabilities, limited budget devoted to disability infrastructure, and the absence of special training for staff / employees so that it has not produced excellent service for students with disabilities.
