Abstract

FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, Juli 2022 Annisa Unafti Implementasi Kebijakan Pembangunan Rumah Sederhana Sehat (PRSS) Pada Kelurahan Parung Serab Di Kecamatan Ciledug Kota Tangerang ABSTRAK Pemerintah Kota Tangerang memiliki program “Tangerang Berbenah” yang salah satunya adalah dengan peningkatan kualitas tempat tinggal Masyarakat Berpenghasilan Rendah (MBR) dengan sasaran keluarga miskin. Program tersebut tertuang dalam Peraturan Walikota Tangerang Nomor 5 Tahun 2019 tentang Bantuan Sosial Kegiatan Pembangunan Sarana dan Prasarana Rumah Sederhana Sehat tahun anggaran 2019. Tujuan dari penelitian ini untuk mendeskripsikan pelaksanaan kegiatan Program Pembangunan Rumah Sederhana Sehat (PRSS) bagi Masyarakat Berpenghasilan Rendah (MBR) Pada Kelurahan Parung Serab Di Kecamatan Ciledug Kota Tangerang. Metode penelitian yang digunakan dalam penelitian ini menggunakan pendekatan deksripsi kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Menggunakan indikator teori dari George C. Edward III. Hasil dari penelitian dalam indikator Komunikasi hubungan antara Dinas, Badan Keswadayaan Masyarakat (BKM) /Kelurahan dan masyarakat untuk realisasi program sudah efektif. Indikator Sumber Daya ditemukan program tersebut mengalami kendala dalam hal anggaran yang masih terbilang kurang memadai. Indikator Disposisi, aparatur pemerintah Kota Tangerang sudah baik dalam melakukan monitoring konsultasi dan pendampingan. Indikator Struktur Birokrasi, dalam pembagian tanggung jawab yang dilakukan mulai dari Kelurahan/ BKM dan Dinas Perkimtan dilaksanakan dengan baik berdasarkan SOP yang jelas dan sistematis, namun pada pelaksanaanya belum berjalan dengan baik karena pelaksanaan program sempat terkendala dengan adanya pandemi Covid-19 pada tahun 2020-2021. Dari hasil keseluruhan kesimpulan bahwa program ini belum sepenuhnya berhasil karena kekurangan anggaran dan terkendala pandemi Covid-19. The program is contained in Tangerang Mayor Regulation Number 5 of 2019 concerning Social Assistance for The Construction of Healthy Simple House Facilities and Infrastructure for the 2019 fiscal year. The purpose of this study is to describe the implementation of the Healthy Simple House Construction Program (PRSS) activities for Low Income Communities (MBR) in Parung Serab Village in Ciledug District, Tangerang City. The research method used in this study uses a qualitative description approach. Data collection techniques are carried out by means of interviews, observations, and documentation. Using theoretical indicators from George C. Edward III. The results of the research in the indicators of communication of relations between dinas, community empowerment agencies (BKM) / Urban Village and the community for the realization of the program have been effective. The Resource Indicator found that the program was experiencing constraints in terms of budgets that were still somewhat inadequate. Disposition Indicators, Tangerang City government officials have been good in monitoring consultations and assistance. Indicators of bureaucratic structure, in the division of responsibilities carried out starting from the Urban Village / BKM and the Housing, Settlement land Office are well implemented based on clear and systematic SOPs, but the implementation has not gone well because the implementation of the program was constrained by the Covid-19 pandemic in 2020-2021. From the overall results, it is concluded that this program has not been fully successful due to budget shortfalls and constraints on the Covid-19 pandemic.
