Abstract

ABSTRAK ALDIRA LINDAWATI, Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Jakarta, Januari 2023, Implementasi Kebijakan Ketertiban Umum dan Ketentraman Masyarakat pada Pemerlu Pelayanan Kesejahteraan Sosial (Studi Gelandangan dan Pengemis di Kota Tangerang Selatan). Kesejahteraan Sosial sangat penting untuk masyarakat karena keberadaan nya dianggap mampu membuat masyarakat melangsungkan kehidupannya, Masih banyak warga negara belum dapat memenuhi kebutuhan dasarnya karena kondisinya yang mengalami hambatan fungsi sosial, Pemerlu Pelayanan Kesejahteraan Sosial (PPKS) adalah perseorangan, keluarga, kelompok, dan/atau masyarakat yang karena suatu hambatan tidak dapat melaksanakan fungsi sosialnya. pembangunan sosial yang telah diluncurkan sejak masa kepemerintahan orde lama, orde baru, bahkan sampai di era reformasi, nampaknya belum membawa perubahan mendasar terhadap (PPKS) menuju pada suatu kondisi kualitas kehidupan yang layak, Hal ini sebagaimana banyaknya permasalahan yang menjadi fenonema sosial di beberapa daerah di Indonesia terkait PPKS, Permasalahan mengenai PPKS berupa Gelandangan dan Pengemis juga terjadi di Kota Tangerang Selatan. Tujuan dari Penelitian ini adalah untuk mengetahui dan menganalisis Bagaimana Implementasi Peraturan Daerah Kota Tangerang Selatan Dalam Pemerlu Pelayanan Kesejahteraan Sosial Di Kota Tangerang Selatan. Jenis penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Hasil penelitian dilaksanakan dari teori Implementasi Kebijakan Merille S Grindle dengan 6 (enam) indikator isi kebijakan. Pertama, Kepentingan yang dipengaruhi pada isi kebijakan dapat dikatakan sesuai dilihat dari tepatnya sasaran kebijakan ini dibuat berdasarkan kepentingan masyarakat. Kedua yaitu manfaat yang dihasilkan dalam pelaksanaan kebijakan ini masih dirasa kurang dilihat masih banyaknya Gelandangan dan Pengemis menurut data tahun 2021. Ketiga yaitu derajat perubahan yang dihasilkan dalam pelaksanaan ini berupa optimalisasi penjaringan sudah dirasa cukup optimal dengan dibuktikan nya jumlah Gelandangan dan Pengemis yang terjaring rajia pada tahun 2021 cukup banyak. Keempat yaitu letak pengambilan keputusan yang dihasilkan dalam kebijakan ini sudah cukup baik bahwa Satpol-PP Kota Tangerang Selatan sudah memiliki Prosedur Tetap Operasional yang diatur pada Peraturan Pemerintah Nomor 6 Tahun 2010 dan sudah memiliki struktur organisasi agar proses pengambilan keputusan dapat berlangsung dengan cepat. Kelima yaitu pelaksanaan program yang dilakukan dalam implementasi Peraturan Daerah ini sudah baik. Hal ini dilihat dari pelaksanaan sosialisasi yang dilakukan oleh Satuan Polisi Pamong Praja (Satpol-PP) sebagai pelaksana dan penegak peraturan daerah kepada sasaran kebijakan yang dalam penelitian ini adalah Gelandangan dan Pengemis sudah sangat jelas. Keenam yaitu Sumber daya yang mendukung implementasi peraturan daerah sudah cukup. Sumber daya manusia sudah sangat memadai. Sampai saat ini Satuan Polisi Pamong Praja (Satpol-PP) Kota Tangerang Selatan memiliki 300 personil untuk 7 kecamatan di Tangerang Selatan sangat mencukupi. Social Welfare is very important for society because its existence is considered capable of making people live their lives, There are still many citizens who have not been able to fulfill their basic needs because of their condition who experience obstacles to social functioning, Social Welfare Service Providers (PPKS) are individuals, families, groups, and / or communities who due to an obstacle cannot carry out their social functions. Social development that has been launched since the reign of the old order, new order, even in the reform era, does not seem to have brought fundamental changes to (PPKS) towards a decent quality of life condition, this is as many problems that have become social phenomena in several regions in Indonesia related to PPKS, problems regarding PPKS in the form of vagrants and beggars also occur in South Tangerang City. The purpose of this research is to find out and analyze how the implementation of the South Tangerang City Regional Regulation in the Government of Social Welfare Services in South Tangerang City. This type of research uses qualitative methods with descriptive research types. Data collection techniques using observation, interviews, and documentation. The results of the research were carried out from the Merille S Grindle Policy Implementation theory with 6 (six) indicators of policy content. First, the interests affected by the content of the policy can be said to be appropriate as seen from the exact target of this policy made based on the interests of the community. Second, the benefits generated in the implementation of this policy are still lacking, it can be seen that there are still many vagrants and beggars according to 2021 data. Third, the degree of change produced in this implementation in the form of optimizing screening is considered quite optimal as evidenced by the large number of vagrants and beggars caught by rajia in 2021. Fourth, the location of decision making produced in this policy is quite good that the Satpol-PP of South Tangerang City already has a Permanent Operational Procedure regulated in Government Regulation Number 6 of 2010 and already has an organizational structure so that the decision-making process can take place quickly. Fifth, the implementation of the program carried out in the implementation of this Regional Regulation is good. This can be seen from the implementation of socialization carried out by the Civil Service Police Unit (Satpol-PP) as the implementer and enforcer of local regulations to the policy targets, which in this study are vagrants and beggars, is very clear. Sixth, the resources that support the implementation of local regulations are sufficient. Human resources are very adequate. Until now, the Civil Service Police Unit (Satpol-PP) of South Tangerang City has 300 personnel for 7 sub-districts in South Tangerang, which is very sufficient.
