Abstract

ABSTRAK NAMA Rizky Yoga Pratama Progam Studi Administrasi Publik Judul Efektivitas Penggunaan E-Tilang Dalam Mengurangi Pelanggaran Lalu Lintas Di Wilayah Provinsi DKI Jakarta, Halaman 104 Halaman Polda Metro Jaya DKI Jakarta, khususnya pada wilayah Jakarta Pusat masih dihadapi dengan permasalahan pelanggaran lalu lintas yang timbul dari rasa kurang sadar dalam mentaati peraturan dalam berkendara dijalan raya dan untuk penangananya pihak Direktorat Lalu Lintas dirasa masih kurang efektif, presentase Direktorat Lalu Lintas dalam memberikan pelayanan dan sosialisasi kepada masyarakat perihal E-Tilang masih belum efektif dan efisien. Pihak Direktorat Lalu Lintas masih kurang dalam penerapan E-Tilang dan tilang manual bagi pengendara yang masih melanggar lalu lintas, baik pelanggaran kecil hingga pelanggaran besar. Adapun tipe penelitian yang digunakan dalam penelitian ini adalah Deskrptif. Penelitian ini bertujuan untuk menganalisis Efektivitas Penggunaan E-Tilang Dalam Mengurangi Pelanggaran Lalu Lintas Di Wilayah Provinsi DKI Jakarta. Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Metode penelitian yang digunakan deskriptif kualitatif. Hasil penelitian menunjukkan belum sepenuhnya efektif dengan adanya E-Tilang di wilayah DKI Jakarta. Kualitas SDM Direktorat Lalu Lintas dalam divisi Subdit Gakkum sudah cukup baik, namun belum dapat bekerja secara maksimal karena kurangnya penindakan secara langsung perihal pelanggaran tilang elektronik di jalan pinggiran kota Jakarta, sebab belum dipasangnya kamera ETLE untuk penerapan tilang elektronik di wilayah DKI Jakarta. Sarana dan Prarana dalam penerapan tilang eletronik sudah cukup memadai, namun dirasa kurang karena hanya ada 54 titik untuk wilayah DKI Jakarta dan kurangnya aparat yang turun kejalan untuk melakukan tilang manual bagi pengendara yang melakukan pelanggaran yang tidak dapat tertangkap kamera CCTV. Struktur organisasi dan penempatan pegawai sudah sesuai peraturan yang berlaku, dan sesuai dengan pengembangan kemampuan kepada pegawai/staf. Koordiansi antara Direktorat Lalu Lintas dengan stakeholders terarah dan sesuai dengan tupoksinya masing-masing, serta strategi komunikasi yang dilakukan sangat baik melalui komunikasi formal dan informal namun tetap dalam konteks penugasan. The Directorate of Traffic is still lacking in implementing E-tickets and manual ticketing for motorists who still violate traffic, both minor violations to major violations. The type of research used in this study is descriptive. This study aims to analyze the effectiveness of using e-tickets in reducing traffic violations in the DKI Jakarta Province. Data collection techniques in the form of interviews, observation, and documentation. The research method used is descriptive qualitative. The results of the study show that it is not yet fully effective with the existence of E-tickets in the DKI Jakarta area. The quality of the Traffic Directorate's human resources in the Gakkum sub-directorate division is quite good, but has not been able to work optimally due to the lack of direct action regarding electronic ticket violations on Jakarta suburban roads, because ETLE cameras have not been installed for the application of electronic ticketing in the DKI Jakarta area. The facilities and infrastructure for implementing electronic ticketing are quite adequate, but they are felt to be lacking because there are only 54 points for the DKI Jakarta area and a lack of officers who take to the streets to issue manual fines for motorists who commit violations that cannot be caught on CCTV cameras. The organizational structure and placement of employees are in accordance with applicable regulations, and in accordance with capacity development for employees/staff. Coordination between the Directorate of Traffic and stakeholders is directed and in accordance with their respective duties and functions, as well as a very good communication strategy through formal and informal communication but still within the context of the assignment.
