Abstract

FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 10 Juni 2022 NAJMI EFEKTIVITAS PENERTIBAN MASKER PADA MASA PPKM DI JAKARTA SELATAN XVII+ 170 Halaman + 12 Tabel + 5 Lampiran ABSTRAK Kegiatan Ketertiban Umum dan Ketentraman Masyarakat serta Perlindungan Masyarakat memegang peranan penting dalam tertatanya kota administrasi Jakarta Selatan demi terciptanya lingkungan yang aman dan terkendali namun demikian, kasus pelanggaran ketertiban umum dan ketentraman masyarakat, serta perlindungan masyarakat di kota Jakarta Selatan sendiri masih tinggi dan ini dibuktikan pada Periode 9 Maret sampai dengan 25 Juli 2021 pada kasus penertiban masker (perorangan di Jakarta selatan), tercatat sebanyak 1.004 kasus pelanggar. Penelitian ini bertujuan untuk untuk mengetahui bagaimana Efektifitas pada Program Penertiban Masker Pada Masa PPKM Di Jakarta Selatan. Teori penelitian ini menggunakan teori Efektivitas dalam konsep atau model Duncan (dalam Steers 2003) dengan 3 (Tiga) indikator diantaranya pencapaian tujuan, Integrasi dan Adaptasi. Desain penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Metode pengumpulan data dilakukan dengan wawancara ,observasi dan dokumentasi. Hasil penelitian dari 3 (Tiga) indikator menyimpulkan bahwa pada indikator Pencapaian tujuan, para pelaksana kebijakan memahami terkait tanggung jawab yang diberikan dan juga SOP yang jelas. Sedangkan dalam penyebaran tanggung jawab kegiatan penertiban masker koordinasi yang dilakukan Satpol PP Jakarta Selatan sudah berjalan dengan baik dan tidak ada perbedaan kepentingan dan konflik kepentingan. Selanjutnya, pada indikator Integrasi masih terdapatnya ketidaktahuan masyarakat dan tidak sampainya informasi kepada seluruh lapisan masyarakat. Sedangkan pada indikator Adaptasi, masih kurangnya dalam jumlah staff dan segi fasilitas belum memadai dikarenakan pos pantau sebagai penunjang dapat dikatakan belum layak untuk digunakan. Sedangkan terkait insentif adanya tunjangan khusus yang diberikan kepada Satpol PP, jadi apa yang mereka dapat sesuai sama apa yang mereka kerjakan. Kata Kunci : Efektifitas, Penertiban, Kebijakan. This study aims to determine the effectiveness of the Mask Control Program during the PPKM Period in South Jakarta. This research theory uses the theory of Program Effectiveness in Duncan's concept or model (in Steers 2003) with 3 (three) indicators including goal achievement, integration and adaptation. The research design used is a qualitative approach with a descriptive method. Methods of data collection is done by interview, observation and documentation. The results of the research from the 3 (three) indicators conclude that in the indicator of achieving goals, policy implementers understand the responsibilities given and also clear SOPs. Meanwhile, in distributing the responsibility for controlling the masks, the coordination carried out by the South Jakarta Satpol PP has gone well and there are no differences in interests and conflicts of interest. Furthermore, on the Integration indicator there is still public ignorance and information is not getting to all levels of society. While on the Adaptation indicator, there is still a lack of staff and inadequate facilities because the monitoring post as a support can be said to be unfit for use. Meanwhile, regarding incentives, there are special allowances given to Satpol PP, so what they get is in accordance with what they do. Keywords : Effectiveness, Control, Policy.
