FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, Juli 2022 ANDREAN ALAN KUSUMA IMPLEMENTASI PERATURAN DAERAH NOMOR 2 TAHUN 2012 TENTANG PENYELENGGARAAN PENANGGULANGAN BENCANA (Studi Kasus Penanganan Bencana Di Desa Pantai Hurip Kecamatan Babelan) XVIII+140 Halaman+20 Tabel+11 Lampiran ABSTRAK Penelitian ini dilatarbelakangi oleh rendahnya pelaksanaan penanggulangan bencana di tingkat daerah, desa, dan masyarakat. Permasalahan yang menjadi temuan adalah rendahnya wilayah Kabupaten Bekasi dalam menghadapi potensi bencana alam banjir yang dapat diidentifikasi melalui Studi Kesiapsiagaan yang terdiri dari rendahnya indeks ketahanan wilayah, indeks kesiapsiagaan, dan indeks kapasitas dalam upaya pelaksanaan penanggulangan banjir. Studi kasus yang diambil adalah penanganan bencana di Desa Pantai Hurip Kecamatan Babelan. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi Peraturan Daerah Nomor 2 Tahun 2012 tentang Penyelenggaraan Penanggulangan Bencana (Studi Kasus Penanggulangan Bencana di Desa Pantai Hurip Kecamatan Babelan). Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh dilakukan dengan observasi, wawancara, dan dokumentasi. Teori yang digunakan dalam analisis adalah teori Van Metter dan Van Horn yang terdiri dari beberapa indikator, yaitu: a) standar dan tujuan kebijakan; b) sumber daya; c) hubungan antar organisasi; d) karakteristik agen pelaksana; e) kondisi lingkungan ekonomi, sosial dan politik; f) disposisi pelaksana. Hasil kajian menunjukkan bahwa standar dan tujuan kebijakan belum dilaksanakan secara optimal sehingga sasaran kebijakan tidak merasakan dampak dari regulasi yang ada. Kemudian sumber daya yang belum memadai baik dari segi kualitas sumber daya manusia, anggaran, maupun material di Desa Pantai Hurip. Hubungan antar organisasi telah dilakukan namun belum berjalan secara maksimal, hanya berupa komunikasi struktural dan kondisional. Karakteristik pelaksana yang belum terimplementasi dengan baik khususnya di Desa Pantai Hurip, dikarenakan belum adanya sinergi dan kerjasama yang terbangun dengan masyarakat di Desa Pantai Hurip. Selain itu, kondisi lingkungan ekonomi, sosial, dan politik tidak mendukung pelaksanaan penanggulangan bencana. Begitu juga disposisi implementor atau sikap agen pelaksana dalam memahami kebijakan sudah baik, namun perlu adanya langkah-langkah realistis dan preventif yang dilakukan dalam penanggulangan bencana khususnya di Desa Pantai Hurip. The problems that became the findings were the low area of Bekasi Regency in facing potential flood natural disasters which could be identified through the Preparedness Study which consisted of a low regional resilience index, preparedness index, and capacity index in efforts to implement flood management. The case study taken is disaster management in Pantai Hurip Village, Babelan District. The purpose of this study was to find out how the implementation of Regional Regulation No. 2 of 2012 concerning the Implementation of Disaster Management (Case Study of Disaster Management in Pantai Hurip Village, Babelan District). This study uses a qualitative method with a descriptive approach. The data obtained was done using observation, interviews, and documentation. The theory used in the analysis is the theory of Van Meter and Van Horn which consists of several indicators, namely: a) standards and policy objectives; b) resources; c) inter-organizational relations; d) characteristics of implementing agents; e) conditions of the economic, social and political environment; f) the disposition of the implementor. The results of the study show that the standards and policy objectives have not been implemented optimally so that the policy targets do not feel the impact of existing regulations. Then the inadequate resources both in the quality of human resources, budget, and materials in Pantai Hurip Village. Relations between organizations have been carried out but have not run optimally, only in the form of structural and conditional communication. Characteristics of implementing agents that have not been implemented properly, especially in Pantai Hurip Village, due to the absence of synergy and cooperation that was built with the community in Pantai Hurip Village. In addition, the conditions of the economic, social, and political environment do not support the implementation of disaster management. As well as the disposition of the implementor or the attitude of the implementing agent in understanding the policy is good, but it is necessary to have realistic and preventive steps taken in disaster management, especially in Pantai Hurip Village.
