FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 26 Januari 2023 MUHAMMAD IHSAN IMPLEMENTASI KEBIJAKAN TRANSIT ORIENTED DEVELOPMENT MELALUI INTEGRASI TRANSPORTASI DI KAWASAN DUKUH ATAS XVI+ 92 Halaman+ 2 Tabel+ 5 Lampiran ABSTRAK Penelitian ini dilatarbelakangi oleh tingginya pemakaian kendaraan pribadi yang menimbulkan kemacetan pada beberapa titik ruas jalan di ibukota Jakarta. Kebiasaan masyarakat untuk menggunakan kendaraan pribadi merupakan alasan terjadinya kemacetan sehingga pengguna kendaraan pribadi belum beralih ke transportasi publik. Permasalahan yang menjadi temuan adalah belum terintegrasinya transportasi publik dengan melibatkan kawasan berorientasi transit sebagai pemecah permasalahan kemacetan yang terjadi. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Kebijakan Transit-Oriented Development (TOD) Melalui Integrasi Transportasi di Kawasan Dukuh Atas. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh dilakukan dengan observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori Randall. B. Ripley dan Grace. A. Franklin (1986: 232-33), melalui tiga indikator yaitu Tingkat Kepatuhan, Kelancaran Rutinitas Fungsi dan Kinerja Pelaksana. Dari hasil penelitian menunjukan bahwa (1) tingkat kepatuhan yang sudah dilakukan terkait dengan pemahaman perubahan peraturan gubernur, tugas-tugas hingga penetapan pengelola kawasan dalam menjalankan peraturan gubernur tersebut sudah dilakukan dengan mentaati dan menjalankan peraturan yang telah ditetapkan, (2) kelancaran rutinitas fungsi yang dilakukan oleh aparatur pelaksana dalam menanggapi perubahan peraturan gubernur dilakukan secara komitmen dan mentaati semua apa saja yang ada diperaturan gubernur tersebut sehingga itulah yang menjadi faktor penting dalam mempengaruhi keberhasilan atau kelancaran rutinitas fungsi dalam penerapan kebijakan kawasan berorientasi transit, (3) Pada Pergub Nomor 67 Tahun 2019 dalam pelaksanaan kinerjanya masih terdapat kekurangan dikarenakan kurangnya koordinasi dan sosialisasi kepada masyarakat sehingga menimbulkan permasalahan baru, namun untuk meningkatkan kinerja pelaksana agar tidak menimbulkan permasalahan serupa dibuatkanlah perubahan atau revisi peraturan gubernur. People's habit of using private vehicles is the reason for congestion so that private vehicle users have not switched to public transportation. The problem that became a finding was the lack of integration of public transportation by involving transit-oriented areas as a solver of congestion problems that occurred. The purpose of this study is to find out and analyze the Implementation of Transit-Oriented Development (TOD) Policy through Transportation Integration in the Upper Hamlet Area. This research uses qualitative methods with a descriptive approach. The data obtained are carried out by observation, interviews, and documentation. This research uses Randall's theory. B. Ripley and Grace. A. Franklin (1986: 232-33), through three indicators namely Compliance Rate, Smoothness of Function Routines and Executor Performance. From the results of the study, it shows that (1) the level of compliance that has been carried out is related to understanding changes in the governor's regulations, tasks to the determination of regional managers in carrying out the governor's regulations has been carried out by obeying and implementing the regulations that have been set, (2) the smooth routine of functions carried out by the implementing apparatus in responding to changes in governor regulations is carried out in a committed manner and obeys all existing the governor's regulation so that is an important factor in influencing the success or smooth running of the routine function in the implementation of transit-oriented area policies, (3) In Pergub No. 67 of 2019 in the implementation of its performance there are still shortcomings due to lack of coordination and socialization to the community so as to cause new problems, but to improve the performance of implementers so as not to cause similar problems, changes or revisions to the governor's regulations.
