Abstract

ABSTRAK Nama : Putri Mutiara Sinera Program Studi : Administrasi Publik Judul : Efektivitas Penjangkauan Sosial Dalam Menangani Pemerlu Pelayanan Kesejahteraan Sosial di Jakarta Selatan Kemiskinan merupakan akar dari permasalahan yang memunculkan pemerlu pelayanan kesejahteraan sosial (PPKS) seperti gelandangan dan pengemis yang banyak ditemukan di kolong jembatan, pasar tradisional, dan sekitaran stasiun kereta api. Suku Dinas Sosial Kota Administrasi Jakarta Selatan dibantu oleh Petugas P3S melakukan penjangkauan sosial di sejumlah titik rawan PPKS dengan memberikan pelayanan seperti edukasi atau teguran. Penelitian ini menggunakan teori Efektivitas Program milik Campbell yaitu keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, tingkat input dan output, dan pencapaian tujuan menyeluruh. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pada indikator keberhasilan program dalam memberikan edukasi dan teguran sudah berhasil namun ketercapaian tujuan kerap berubah karena keadaan sosial yang tidak menentu. Pada indikator keberhasilan sasaran tidak berhasil mengembalikan keberfungsian PPKS dan masih ditemukannya gelandangan dan pengemis di jalan. Pada indikator kepuasan program, gelandangan dan pengemis tidak merasa puas sebab edukasi dan teguran tidak memiliki pengaruh apapun terhadap mereka. Namun, perubahan nyata pada tingkat input dan output menampilkan bahwa adanya perbedaan sebelum dan sesudah penjangkauan sosial pada ketertiban umum di ruang publik. Indikator pencapaian tujuan menyeluruh menyatakan bahwa organisasi sanggup untuk melakukan penjangkauan sosial dengan kemampuan kinerja petugas yang memahami dan mengerti cara untuk menghadapi gelandangan dan pengemis. The South Jakarta Administration City Social Service Tribe assisted by P3S Officers conducted social outreach in several PPKS vulnerable points by providing services such as education or reprimand. This research uses Campbell's theory of Program Effectiveness, namely program success, goal success, satisfaction with the program, input and output levels, and the achievement of overall goals. The method used in this study is descriptive with a qualitative approach. The results showed that the indicators of program success in providing education and reprimand have been successful but the achievement of goals often changes due to uncertain social circumstances. The indicators of the success of the target did not succeed in restoring the functioning of PPKS and they still found vagrants and beggars on the street. On program satisfaction indicators, vagrants and beggars are not satisfied because education and reprimand do not have any influence on them. However, the real change in the level of input and output suggests that there are differences before and after social outreach on public order in the public sphere. Indicators of the achievement of the overall goal state that the organization can conduct social outreach with the performance ability of the company which understands and understands how to deal with vagrants and beggars.
