Abstract

ABSTRAK Nama : Khairudin Npm : 2020012016003 Judul Tesis : Analisis Kinerja DPD RI di Tengah Keterbatasan Fungsi Dan Kewenangan Pada Tahun 2019-2021 Dosen Pembimbing : Dr. Muh. Kadarisman, Sh.,M.Si. Dewan Perwakilan Daerah (DPD) lahir lewat amandeman ke -3 UUD 1945 termasuk didalamnya amandemen terhadap Lembaga Perwakilan Majelis Permusyawaratan Rakyat (MPR). Berdasarkan Pasal 2 ayat (1) sebelum amandemen UUD 1945 anggota MPR terdiri dari Utusan Daerah, Utusan Golongan dan Anggota Dewan Perwakilan Rakyat (DPR), tetapi setelah amandemen MPR terdiri dari Anggota DPR danDPD. Adanya pembentukan DPD uutuk memperjuangakan kepentingan aspirasi daerah dalam kebijakan nasional dan mengikut sertakan daerah dalam setiap keputusan politik nasional. Selain itu juga untuk mewujudkan check and balance dalam struktur parlemen dua kamar. Namun dalam kenyataannya kedua kamar (DPR dan DPD) tidak diberi kewenangan yang sama. Karena itu tujuan penelitian ini untuk menganalisis kinerja DPD RI di tengah keterbatasan fungsi dan kewenangan pada periode 2019-2021. Adapun metode penelitian merupakan jenis penelitian kualitatif dengan pendekatan studikasus intrinsik,metode pengumulandata dadalam penelitian ini mengunakan metode wawancara mendalam (in- depth interview) dan dokumentasi,pengumpulan informan dalam penelitian inimengunakan metode purposive sampling. Hasil penelitian dapat disimpulkan bahwakinerja DPD RI di tengah keterbatasan fungsi dan kewenangan pada tahun 2019-2021. Menurut para narasumber untuk menjalankan fungsi dan wewenangnya secara umum masih dapat bekerja secara obtimal tanpa ada kendala yang berarti hanya saja masih ditemukan hambatan – hambtan namun masih dapat di atasi oleh anggota DPD dan untuk meningkatkan kinerja DPD RI anggota harus terus menerus menumbuhkan sikap yang lebih proporsional dalam melihat kewenangan DPD RI, baik dalam bidang legislasi, anggaran dan pengawasan adalah lebih baik tidak hanya terpaku pada sisi kekurangannya, melainkan berupaya untuk mewujudkan menjadi kinerja yang positif. Kadarisman, Sh.,M.Si. The Regional Representatives Council (DPD) was born through the 3rd amendment to the 1945 Constitution, including the amendment to the Representative Council of the People's Consultative Assembly (MPR). Based on Article 2 paragraph (1) before the amendment to the 1945 Constitution the MPR members consisted of Regional Representatives, Group Delegates and Members of the People's Representative Council (DPR), but after the amendment the MPR consisted of DPR and DPD members. The existence of the formation of the DPD to fight for the interests of regional aspirations in national policies and to involve the regions in every national political decision. In addition, to realize the checks and balances in the structure of the two- chamber parliament. But in reality the two chambers (DPR and DPD) are not given the same authority. Therefore, the purpose of this study is to analyze the performance of the DPD RI in the midst of limited functions and authorities in the 2019-2021 period. The research method is a type of qualitative research with an intrinsic case study approach, the data collection method in this study uses in-depth interviews and documentation, and the collection of informants inthis study uses purposive sampling method. The results of the study can be concluded that the performance of theDPD RI in the midst of limited functions and authorities in 2019-2021. According to the informants, to carry out their functions and authorities in general they can still work optimally without any significant obstacles, it's just that obstacles are still found but can still be overcome by DPD members and to improve the performance of DPD RI members must continue to grow a more proportional attitude. in looking at the authority of the DPD RI, both in the fields of legislation, budgeting and supervision, it is better not only to focus on the shortcomings, but to strive to make it a positive performance.
