Abstract

ABSTRAK Nama : I Gede Ria Mahendra NPM : 2019940028 Judul Tesis : Analisis Kinerja Badan Legislasi Dewan Perwakilan Rakyat Republik Indonesia Pada Masa Pandemi Covid- 19 Tahun 2020 – 2021 Dosen Pembimbing: Prof. Dr. Azhari Aziz Samudra, M.Si. Proses pengharmonisasiaan dan pemantapan konsepsi Rancangan Undang-Undang merupakan tahapan yang paling krusial dalam pembentukan peraturan Perundang- undangan. Pandemi Corona Virus Disease 2019 di Indonesia menyebabkan krisis sosial-ekonomi, salah satu tantangan adalah agenda besar Badan Legislasi dalam menyusun Undang-Undang. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskritif analisis, dengan menggunakan Teori Kinerja Organisasi Balanced Scorecard (Kaplan & Norton, 1996) dalam Indomedia Pustaka (2020:51) dengan 4 perspektif: Perspektif Finansial, Perspektif Pelanggan, Perspektif Bisnis Internal, dan Perspektif Pembelajaran dan Pertumbuhan. Hasil penelitian menjelaskan bahwa kinerja Badan Legislasi terkait Perspektif Finansial refocusing dan realokasi anggaran dalam rangka menanggulangi Corona Virus Disease 2019, juga berdampak pada proses harmonisasi, pembahasan dan pembulatan Rancangan Undang-Undang di Badan Legislasi DPR RI. Hal ini tidak lepas dari adanya tantangan dan hambatan dalam pembentukan undang-undang dimasa pandemi Corona Virus Disease 2019. Perspektif Pelanggan dalam menyerap aspirasi masyarakat, badan legislasi melakukan dalam bentuk Rapat Dengar Pendapat Umum, seminar, kegiatan sejenis, dan kunjungan kerja baik secara fisik atau virtual sesusai dengan tata tertib DPR RI. Perspektif Bisnis Internal kedisplinan sudah diterapkan di Badan Legislasi hanya saja mengaplikasian masih belum maksimal karena terkendala dengan jadwal rapat Badan Legislasi dengan jadwal rapat komisi, semua tergantung dari komitmen dan keseriusan anggota untuk tetap bisa hadir di rapat baik secara fisik maupun secara daring. Ide-ide kreatif dalam menunjang kinerja Badan Legislasi sudah maksimal ini di buktikan dengan adanya inovasi dalam bentuk regulasi dan teknologi yang memadai. Perspektif Pembelajaran dan Pertumbuhan kepemimpinan di Badan Legislasi cukup maksimal dilihat dari komitmen dan kehadiran pimpinan Badan Legislasi dalam setiap pelaksanaan tugasnya sehingga menunjang kinerja Badan Legisalasi. Sumber daya manusia dari segi keilmuan di bidang masing-masing cukup memadai. Minimnya Undang- Undang yang disahkan bukan karena keterlambatan proses harmonisasi namun lebih kepada proses politik dalam pembentukan Undang-Undang yang tidak bisa diukur secara kuantitatif. Supervisor : Prof. Dr. Azhari Aziz Samudra, M.Si. The process of harmonizing and strengthening the conception of the Draft Law is the most crucial stage in the formation of laws and regulations. The Corona Virus Disease 2019 pandemic in Indonesia caused a socio-economic crisis, one of the challenges was the big agenda of the Legislature in drafting laws. This research uses a qualitative method with a descriptive analysis approach, using the Balanced Scorecard Organizational Performance Theory (Kaplan & Norton, 1996) in Indomedia Pustaka (2020: 51) with 4 perspectives: Financial Perspective, Customer Perspective, Internal Business Perspective, and Learning and Growth Perspective. The results of the study explained that the performance of the Legislative Body related to the Financial Perspective of refocusing and budget reallocation in order to overcome Corona Virus Disease 2019, also had an impact on the process of harmonization, discussion and rounding of bills in the Legislative Body of the DPR RI. This is inseparable from the challenges and obstacles in the formation of laws during the Corona Virus Disease 2019 pandemic. Customer perspectives in absorbing the aspirations of the community, the legislative body conducts in the form of Public Hearing Meetings, seminars, similar activities, and work visits either physically or virtually in accordance with the rules of the DPR RI. The Internal Business Perspective of discipline has been applied in the Legislature, it's just that the application is still not optimal because it is constrained by the schedule of meetings of the Legislature with the schedule of commission meetings, it all depends on the commitment and seriousness of members to still be able to attend meetings both physically and online. Creative ideas in supporting the performance of the Legislature have been maximized, as evidenced by innovations in the form of adequate regulations and technology. Perspectives on Learning and Growth of leadership in the Legislature are quite optimal in terms of the commitment and presence of the leadership of the Legislature in every implementation of their duties so as to support the performance of the Legislature. Human resources in terms of science in their respective fields are quite adequate. The lack of an Act passed is not due to a delay in the harmonization process but rather a political process in the formation of the Law that cannot be measured quantitatively.
