Abstract

Nama : Devia Andiani NPM : 2019940015 Judul Tesis : Evaluasi Kebijakan Vaksinasi dalam Penanganan Covid- 19 di DKI Jakarta Dosen Pembimbing: Dr. Retnowati WD Tuti, M.Si ABSTRAK Pandemi Coronavirus Disease 2019 (COVID-19) belum berakhir dan masih menjadi ancaman global. Tepat satu tahun pandemi COVID-19, akumulasi jumlah kasus positif di Indonesia mencapai 1.403.722, Vaksinasi covid-19 menjadi salah satu upaya yang dilakukan dan digencarkan untuk mengatasi pandemi. Tidak hanya terkait dengan upaya mencapai herd immunity atau kekebalan komunal, vaksinasi telah terbukti secara klinis memberikan perlindungan lebih saat terpapar covid-19, berdasarkan Peraturan Presiden Nomor 14 Tahun 2021 tentang perubahan atas Peraturan Presiden Nomor 99 Tahun 2020 tentang Pengadaan Vaksin dalam Rangka Penanggulangan Pandemi Covid-19, maka tiap daerah juga melaksanakan kebijakan tersebut, maka dari itu tujuan penelitian ini adalah untuk mengevaluasi kebijakan vaksinasi sebagai penanganan covid-19 di DKI Jakarta, dan mengetahui faktor apasajakah yang menjadi faktor pendukung dan penghambat dalam kebijkan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, wawancara, observasi dan dokumentasi, untuk wawancara melibatkan beberapa informan yaitu : 5 orang dari divisi P2P Dinas Kesehatan DKI Jakarta, 1 orang dari pihak kolaborator yaitu PT.Lotte Mart Indonesia, dan 6 orang masyrakat. Hasil penelitian ini adalah kebijakan mulai dari pemerintah pusat ke pemerintah daerah berjalan dengan baik, pelaksanaan yang dilakukan oleh pemerintah daerah DKI Jakarta juga sudah optimal mulai dari sebelum ditetapkan nya kebijakan vaksin oleh pemerintah pusat, pemerintah DKI Jakarta sudah membuat Instruksi Gubernur tentang persiapan penyelenggaraan vaksinasi covid-19 di DKI Jakarta dengan menginstruksikan 17 instansi pada tanggal 18 Desember 2020 kemudian mengeluarkan instruksi sekretaris daerah nomor 38 tahun 2021 tentang percepatan pelaksanaan kegiatan vaksinasi lansia, hal ini dilakukan Pemda DKI Jakarta untuk mempercepat vaksinasi, kemudian dengan konsep smart city DKI Jakarta juga memudahkan masyarakat dalam mengakses sentra vaksin dengan sistem JAKI (Jakarta Kini) yang dimana masyarakat dapat mendaftarkan diri untuk vaksin di aplikasi tersebut, selain itu Dinas Kesehatan DKI Jakarta juga mempunyai semangat kolaborasi antar instansi maupun swasta dalam mempercepat kebijakan vaksinasi kepada masyarakat. Exactly one year after the COVID-19 pandemic, the accumulated number of positive cases in Indonesia reached 1,403,722. Covid-19 vaccination is one of the efforts made and intensified to overcome the pandemic. Not only related to efforts to achieve herd immunity or communal immunity, vaccination has been clinically proven to provide more protection when exposed to COVID- 19, based on Presidential Regulation No. -19, then each region also implements the policy, therefore the purpose of this study is to evaluate the vaccination policy as a response to COVID-19 in DKI Jakarta, and find out what factors are the supporting and inhibiting factors in the policy. This study uses a qualitative method with a descriptive approach, interviews, observation and documentation, for interviews involving several informants, namely: 5 people from the P2P division of the DKI Jakarta Health Office, 1 person from the collaborator, PT. Lotte Mart Indonesia, and 6 people from the community. The results of this study are policies ranging from the central government to local governments are going well, the implementation carried out by the DKI Jakarta regional government has also been optimal starting from before the vaccine policy was established by the central government, the DKI Jakarta government has made a Governor's Instruction regarding the preparation of the covid vaccination. -19 in DKI Jakarta by instructing 17 agencies on 18 December 2020 and then issuing regional secretary instructions number 38 of 2021 regarding the acceleration of the implementation of elderly vaccination activities, this was done by the DKI Jakarta Regional Government to accelerate vaccination, then with the DKI Jakarta smart city concept it also made it easier for the public in accessing vaccine centers with the JAKI system (Jakarta Kini) where the public can register themselves for vaccines in the application, besides that the DKI Jakarta Health Office also has a spirit of collaboration between agencies and the private sector in accelerating vaccine policies. shine to society.
