Abstract

ABSTRAK Nama : Abdulazis Hanafi Npm : 2017940034 Judul Tesis : Implementasi Peraturan Bupati No 68 Tahun 2017 Tentang Sistem Informasi Desa Di Kabupaten Bogor Dosen Pembimbing : Dr. Evi Satispi, M.Si Sistem informasi desa adalah salah langkah konkrit pemerintah dalam mengembangkan pemerintah yang baik dan transparan. Tujuan penelitian ini adalah Untuk mengetahui dan menganalisis Implementasi Peraturan Bupati Nomor 68 Tahun 2017 Tentang Sistem Informasi Desa Di Kabupaten Bogor (Studi Pada Desa Bojongkulur Kecamatan Gunung Putri Kabupaten Bogor). Serta mengetahui dan menganalisis faktor pendukung dan penghambat dalam Implementasi Peraturan Bupati Nomor 68 Tahun 2017 Tentang Sistem Informasi Desa Di Kabupaten Bogor (Studi Pada Desa Bojongkulur Kecamatan Gunung Putri Kabupaten Bogor). Teori yang digunakan dalam penelitian ini adalah Edwar III. Metode yang digunakan penelitian adalah metode penelitian diskriptifdan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini adalah wawancara ovservasi dan dokumentasi. Teklnik analisis data adalah rteduksi data, penyajian data, penarikan kesimpulan/ferifikasi. Hasil penelitian implementasi penggunaaan SID di desa Bojongkulur sudah berjalan dengan baik. Keberadaan sistem informasi desa di desa bojongkulur menjadikan bojongkulur lebih informative dan transparan. keberadaan SID mempermudah para pejabat desa dan staf dalam menyampaikan semua program desa mulai dari transparansi dana hingga program yang bekaitan langsung dengan kesejahteraan masyarakat lebih mudah diakses. Selain itu komunikasi dan koordinasi antara pejabat dengan staf berjalan dengan baik seingga meminimalisir terjadinya miss komunikasi yang berakibat pada tidak tepatnya suatu program. Adapun Faktor Pendukung SID pertama, adanya standard an tujuan yang tercantum jelas pada regulasi. Kedua, informasi yang diberikan cukup konsisten dan seragam. Ketiga, respon berupa penerimaan yang baik dari para pelaksana kebijakan. Keempat, adanya komitmen atau upaya untuk melaksakan kebijakan. Kelima, adanya kerja sama yang baik antara aparat desa dengan tokoh masyarakat dengan masyarakat umum. Faktor Penghambat;Pertama, tidak adanya ketentuan berupa sistem reward dan punishment yang membuat operator desa kurang aktif mengelola SID. Kedua, teterbatasan sumber daya materi meliputi dana dan fasilitas yang kurang memadai. The purpose of this study was to find out and analyze the implementation of the Regent's Regulation Number 68 of 2017 concerning Village Information Systems in Bogor Regency (Study in Bojongkulur Village, Gunung Putri District, Bogor Regency). As well as knowing and analyzing the supporting and inhibiting factors in the Implementation of Regent Regulation Number 68 of 2017 concerning Village Information Systems in Bogor Regency (Study in Bojongkulur Village, Gunung Putri Subdistrict, Bogor Regency). The theory used in this research is Edward III. The method used in this research is descriptive research method and qualitative approach. Data collection techniques in this study were observational interviews and documentation. Data analysis techniques are data reduction, data presentation, conclusion drawing/verification. The results of the research on the implementation of the use of SID in the village of Bojongkulur have been going well. The existence of a village information system in bojongkulur village makes bojongkulur more informative and transparent. The existence of SID makes it easier for village officials and staff to deliver all village programs, from transparency of funds to more accessible programs that are directly related to community welfare. In addition, communication and coordination between officials and staff went well so as to minimize the occurrence of miscommunication which resulted in the inaccuracy of a program. As for the first SID Supporting Factors, there are standards and objectives that are clearly stated in the regulations. Second, the information provided is quite consistent and uniform. Third, the response is in the form of good acceptance from policy implementers. Fourth, there is a commitment or effort to implement the policy. Fifth, there is good cooperation between village officials and community leaders and the general public. Obstacle factor First, there is no provision in the form of a reward and punishment system that makes village operators less active in managing SID. Second, limited material resources include inadequate funds and facilities.
