Abstract

ABSTRAK Nama :Muh. Sahli NPM :2016940065 Judul :Implementasi Peraturan Daerah Nomor 2 Tahun 2016: Pariwisata Halal di Gili Trawangan Pembimbing:Dr. Retnowati WD Tuti, M.Si. Peraturan Daerah Provinsi Nusa Tenggara Barat nomor 2 tahun 2016 tentang pariwisata halal yang diterbitkan untuk mewujudkan meoslem friendly toruism bagi pelaku wisata dari negara-negara muslim yang mengalami pertumbuhan sangat pesat dan memiliki potensi ekonomi yang besar, dalam implementasinya pada pariwisata konvensional di Gili Trawangan diperlukan sebuah kajian untuk mengetahui efektifitas implementasi kebijakan tersebut. Analisis terhadap faktor penghambat dan faktor pendukung implementasi sebuah kebijakan menurut Goerge C. Edward III didasarkan pada empat aspek yaitu, Komunikasi (transmission, Clarity, Consitency), Sumber daya (staff, infomration, authority, facility), Disposisi (bureaucratic politics, dan incentives), dan Struktur birokrasi (SOPs dan fragmentation). Penggunaan metode deskriftif dengan pendekatan kualitatif bertujuan untuk menggambarkan keadaan objek penelitan sebagaimana natural setting dengan data dan fakta yang diperoleh melalui observasi, in-depth interview dan dokumentasi. Didapatkan faktor pendukung kebijakan pada aspek komunikasi pada indikator clarity, Consitency, aspek sumber daya dari segi indikator staff, authority, aspek disposisi pada indikator bureaucratic politics, aspek struktur birokrasi dari segi Standard Operational Procedure, Fragmentation. Adapun faktor penghambat terdapat pada aspek komunikasi pada indikator transmission, hal ini merupakan kendala utama dalam impelemntasi perda pariwisata halal pada pariwisata konvensional di Gili Trawangan, aspek sumber daya pada indikator facility yang merupakan fokus utama perda pariwisata halal, dan aspek disposisi pada indikator incentives. West Nusa Tenggara Province Regional Regulation No. 2 of 2016 concerning halal tourism which is issued to realize the meoslem friendly toruism for tourism actors from Muslim countries that have experienced very rapid growth and has great economic potential, in its implementation in conventional tourism on the Gili Trawangan a study is needed to determine the effectiveness of the implementation of the policy. Analysis of inhibiting factors and supporting factors for the implementation of a policy according to Goerge C. Edward III is based on four aspects, that are Communication (transmission, Clarity, Consitency), Resources (staff, information, authority, facility), Disposition (bureaucratic politics, incentives), and bureaucratic structures (SOPs, fragmentation.) The use of descriptive methods with a qualitative approach aims to describe the state of the research object as a natural setting with data and facts obtained through observation, in-depth interviews and documentation. Obtained policy supporting factors in the aspects of communication on indicators of clarity, consistency, aspects of resources in terms of staff indicators, authority, aspects of disposition in indicators of bureaucratic politics, aspects of bureaucratic structure in terms of Standard Operational Procedure, Fragmentation. The inhibiting factors are in the communication aspect of the transmission indicator, this is the main obstacle in the implementation of halal tourism regulations on conventional tourism on Gili Trawangan, the resource aspect of the facility indicator which is the main focus of the halal tourism regulation, and the disposition aspect of the incentives indicator.
