Abstract

ABSTRAK Nama : Ifan NPM : 2016940054 Judul Tesis : Evaluasi Penanganan Kasus Kekerasan Dalam Rumah Tangga (KDRT) Oleh Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak (P2TP2A) Kota Bogor Pembimbing : Dr. Khaerul Umam Noer, M.Si Kekerasan dalam rumah tangga (KDRT) merupakan persoalan pelik yang butuh penanganan serius. Berdasarkan hal itu, pemerintah melalui Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (Kemen PPPA) mengeluarkan Undang-Undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan Dalam Rumah Tangga sebagai payung hukum. Menindak lanjuti hal itu, Pemerintah Kota Bogor telah menepetapkan kasus KDRT sebagai persoalan serius yang menjadi agenda prioritas untuk ditangani sebagaimana tertuang Dalam Rencana Pembangunan Jangka Menengah (RPJM Daerah ke-3 Tahun 2015- 2019) Kota Bogor yang menyebutkan Pembangunan pemberdayaan perempuan dan perlindungan anak di prioritaskan pada upaya peningkatan pemberdayaan perempuan berbasis kemandirian ekonomi, pendidikan dan kesehatan, peningkatan upaya perlindungan terhadap perempuan dan anak melalui pencegahan KDRT. Pemerintah Kota Bogor membentuk lembaga Pusat Pelayanan Terpadu Perempuan dan Anak (P2TP2A) melalui keputusan Wali Kota Bogor Nomor 147.14.45-303 Tahun 2009. Lembaga ini punya peran strategis dalam implementasi UU No. 23 Tahun 2004 tentang PKDRT. Efektifitas pelaksanaan PKDRT oleh P2TP2A Kota Bogor tahun 2018-2019 dan tahun 2020 sudah terealisasi. Dalam melaksanakan tugas dan fungsinya, hal tersebut dapat dilihat dengan jumlah pegawai, ketersediaan dana, sarana dan prasarana sudah mencukupi walau masih harus ditingkatkan. Pelaksanaan kegiatan sosialisasi tentang adanya perlindungan bagi perempuan dan anak korban kekerasan efektif dalam mencegah KDRT sekalipun P2TP2A Kota Bogor hanya menempatkan satu pendamping disetiap kecematan dan dalam pelaksanaannya terkendala dianggaran yang terbatas. Responsifitas pelayanan P2TP2A tiga tahun terakhir dalam penanganan korban KDRT, Dalam hal ini daya tanggap pegawai dalam melaksanakan tugasnya dilihat dari adanya jadwal piket kerja yang menyediakan layanan 24 jam. P2TP2A Kota Bogor Memberikan rumah singgah pada korban KDRT sudah tepat untuk upaya melindungi korban. Melakukan rujukan dan koordinasi dengan berbagai pihak seperti kepolisian dan LBH sudah tepat untuk upaya menindak pelaku KDRT dengan jalur hukum Kata Kunci : Evaluasi Kebijakan, KDRT, Kota Bogor, P2TP2A. ABSTRACT Nama : Ifan NPM : 2016940054 Title Of Thesis : Evaluation of Handling Cases of Domestic Violence (KDRT) by the Integrated Service Center for the Protection of Women and Children (P2TP2A) Bogor City Supervisor : Dr. Khaerul Umam Noer, M.Si Domestic violence (KDRT) is a complicated issue that needs serious handling. Based on this, the government through the Ministry of Women's Empowerment and Child Protection (Kemen PPPA) issued Law Number 23 of 2004 concerning the Elimination of Domestic Violence as a legal umbrella. Following up on this, the Bogor City Government has determined the case of domestic violence as a serious issue that becomes a priority agenda to be addressed as stated in the Medium-Term Development Plan (RPJM 3rd 2015-2019) Bogor City which mentions the development of women's empowerment and child protection in Bogor City. prioritize efforts to increase women's empowerment based on economic independence, education and health, increase efforts to protect women and children through the prevention of domestic violence. The Bogor City Government established the Integrated Service Center for Women and Children (P2TP2A) through the decision of the Mayor of Bogor No. 147.14.45-303 of 2009. This institution has a strategic role in the implementation of Law no. 23 of 2004 concerning PKDRT. The effectiveness of the implementation of PKDRT by P2TP2A Bogor City in 2018-2019 and 2020 has been realized. In carrying out its duties and functions, this can be seen from the number of employees, the availability of funds, facilities and infrastructure are sufficient although they still need to be improved. The implementation of socialization activities regarding the protection for women and children victims of violence is effective in preventing domestic violence even though the Bogor City P2TP2A only places one assistant in each sub-district and in its implementation is constrained by a limited budget. The responsiveness of P2TP2A services in the last three years in handling victims of domestic violence, in this case the responsiveness of employees in carrying out their duties is seen from the work picket schedule that provides 24-hour service. P2TP2A Bogor City Providing a shelter for victims of domestic violence is the right way to protect victims. Making referrals and coordinating with various parties such as the police and LBH is appropriate for efforts to take legal action against perpetrators of domestic violence.
