Abstract

Reformasi in Indonesia has produced freedoms and opened opportunity for the rise of radical organizations. One of them is Hizbut Tahrir Indonesia. The organization promotes caliphate political system which threaten the unitary state of Indonesia. The government issued PERPPU No 2/2018 to ban HTI. The government efforts received wide controversies. The pros agree with the government as it would strengthen nationalism. The cons disagree with the government, arguing it ruins the freedoms of speech and the freedom of Association. This article seeks to dig out arguments the controversies
