Abstract

This paper aims at analyzing the decision of Malaysian federal government to relocate its capital city from Kuala Lumpur to Putrajaya in 1999. It is perceived as influenced by the fourth and the seventh Malaysian Prime Minister Dr. Tun Mahathir bin Mohammad, who has an obsession to transform Malaysia into a developed country but still maintaining its national identity. This is reflected in the fundamental doctrine that serves as a philosophy in designing Putrajaya: to nurture harmonious relationship between Allah (God), human, and nature. Putrajaya’s masterplan is developed based on two key concepts: city in the garden and intelligent city. This paper concludes that there are some lessons learned that shall be derived from the relocation of Malaysia’s capital city: the separation of the center of government from the capital city, which serves as the center of economic and financial activities; the promotion of Malay cultural values and Islam as national identity; the empowerment of the nation’s potentials and identity through the motto of “made in Malaysia and made by Malaysian”; the refusal of financial assistance from foreign debt; and the city’s design, which is environmentally friendly, supported by serene and beautiful scenery.
