Abstract

Nama : Masnia Ahmad NPM : 2017940037 Judul Tesis : Implementasi Peraturan Bupati No. 41 Tahun 2016 Tentang Pemilihan Kepala Desa Metode e-voting di Desa Babakan Kecamatan Ciseeng Kabupaten Bogor Dosen Pembimbing : Dr. Evi Satispi, SP., M.Si. Tujuan Penelitian Ini untuk mengetahui dan menganalisis Implementasi Peraturan Bupati No. 41 Tahun 2016 Tentang Pemilihan Kepala Desa Metode e-voting serta mengetahui faktor pendukung dan penghambat dalam Implementasi Peraturan Bupati No. 41 Tahun 2016 Tentang Pemilihan Kepala Desa Metode e-voting di Desa Babakan Kecamatan Ciseeng. Teori yang digunakan dalam penelitian ini yaitu teori Edward III. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kualitatif. Teknik Pengumpulan Data, wawancara, Observasi, Dokumentasi. Berdasarkan hasil dan pembahasan yang di lakukan di Desa Babakan Kecamatan Ciseeng Kabupaten Bogor bahwa Desa Babakan dipilih menjadi satu-satunya desa yang melaksanakan e-voting pada Pilkades serentak gelombang I. Dalam proses sosialisasi yang dilakukan oleh panitia kepada masyarakat sudah dilakukan dengan baik, berbagai cara sosialisasi melalui pengajian-pengajian dan simulasi kepada masyarakat agar memahami tata cara menggunakan alat E-Voting dan membimbing masyarakat lansia dengan sabar saat pemungutan suara. Selain itu diketahui bahwa adanya kekurangan fasilitas dan Sumberdaya Manusia dalam pelaksanaan Pemilihan Kepala Desa yang disediakan masih kurang memadai, mulai dari bilik suara yang masih kurang sehingga mengakibatkan antrian yang panjang dan lahan TPS yang kurang luas sehingga membuat panitia menggunakan sarana seadanya saja. Terkait disposisi bahwa disposisi atau sikap pelaksana kebijakan memiliki pemahaman yang baik tentang e-voting yang dibekali dengan pelatihan-pelatihan yang disediakan oleh Pemerintah Kab. Bogor. Kordinasi yang dilakukan panitia berjalan dengan berbagai pihak berjalan dengan baik. Faktor Pendukungnya yaitu waktu menjadi lebih efisien, Validitias data pemilih terjamin, Tidak ada konflik berlebihan pasca pemilihan, Partisipasi masyarakat yang tinggi, Tidak ada interupsi berlebihan dari saksi calon, Dapat mengubah surat suara jika terjadi kesalahan (sebelum pemilihan), Efisiensi biaya, sedangkan Faktor Penghambatnya yaitu; Masih kurangnya Sumber Daya, Kesulitan dalam pengurusan e-KTP oleh para panitia sehingga harus mengumpulkan semua data dari disdukcapil, Pemilih kehilangan hak pilihnya karena belum melakukan perekaman e-KTP. The purpose of this research is to find out and analyze the Implementation of Regent's Regulation No. 41 of 2016 concerning Election of Village Heads The e-voting method as well as knowing the supporting and inhibiting factors in the Implementation of Regent's Regulation No. 41 of 2016 concerning Election of Village Heads The e-voting method in Babakan Village, Ciseeng District. The theory used in this research is Edward III's theory. The research method used in this study is a descriptive research method with a qualitative approach. Data Collection Techniques, interviews, Observation, Documentation. Based on the results and discussions carried out in Babakan Village, Ciseeng Sub-District, Bogor Regency, that Babakan Village was chosen to be the only village that carried out e-voting in Pilkades simultaneously in wave I. In the socialization process carried out by the committee to the community, it had been done well, various ways socialization through studies and simulations to the public in order to understand the procedures for using the E-Voting tool and guide the elderly community patiently during the voting. In addition, it is known that the lack of facilities and Human Resources in the implementation of the Election of Village Heads provided is still inadequate, starting from the voting booths that are still lacking, resulting in long queues and less extensive TPS land so as to make the committee use makeshift facilities. Related to disposition that the disposition or attitude of implementing the policy has a good understanding of e-voting which is equipped with training provided by the Government of the Regency. Bogor. The coordination carried out by the committee went well with various parties. Supporting factors are time to be more efficient, validity of voter data guaranteed, No excessive conflict after the election, High public participation, No excessive interruptions from prospective witnesses, Can change ballots if an error occurs (before the election), Cost efficiency, while Factors The obstacles are; Lack of Resources, Difficulties in organizing e-KTP by the committee so that they must collect all data from Disdukcapil. Voters lose their voting rights because they have not recorded e-KTPs.
