Abstract

ABSTRAK Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Jakarta Saskia Ardia Faradila Kebijakan Pemerintah Pakistan dalam Menangani Pemberontakan di Balochistan pada Tahun 2016-2018 xvi + 111 halaman + 1 Tabel + 4 Gambar + 2 Lampiran Skripsi ini menganalisis kebijakan pemerintah Pakistan dalam menangani pemberontakan di Balochistan pada tahun 2016-2018. Tujuan penelitian ini adalah untuk mengetahui kebijakan pemerintah Pakistan dalam menghadapi pemberontakan tersebut, serta menganalisis dampak pemberontakan yang ditimbulkan terhadap provinsi Balochistan serta negara Pakistan. Untuk mencapai tujuan tersebut, penelitian ini menggunakan metode penelitian kualitatif dan pengumpulan datanya menggunakan studi kepustakaan. Untuk menganalisis data yang dikumpulkan, maka digunakan pendekatan deskriptif-analisis. Adapun dalam proses analisa penelitian ini akan menggunakan Teori Kebijakan Negara untuk menjelaskan bahwa CPEC sangat penting dan menguntungkan bagi Pakistan dan China, dan Teori Konflik untuk menjelaskan bahwa konflik di Balochistan terjadi antara sebuah kekuatan besar melawan kekuatan kecil. Pemerintah pusat berturut- turut telah mengeksploitasi sumber daya provinsi atas nama pembangunan sehingga merugikan penduduknya. CPEC (Koridor Ekonomi China-Pakistan) memiliki tujuan untuk menciptakan hubungan komersial antara Pakistan dan China, menurunkan biaya perdagangan dan meningkatkan pembangunan regional, namun munculnya CPEC dianggap telah memperburuk keluhan Baloch. The purpose of this study is to determine the policy of the Pakistani government in dealing with the insurgency, as well as analyze the impact of the insurgency on the province of Balochistan as well as the state of Pakistan. To achieve this goal, this study uses qualitative research methods and data collection using literature studies. To analyze the collected data, a descriptive-analysis approach is used. In the analysis process, this research will use State Policy Theory to explain that CPEC is very important and beneficial for Pakistan and China, and Conflict Theory to explain that the conflict in Balochistan occurred between a large power against a small power. The central government has successively exploited the province's resources in the name of development to the detriment of its population. CPEC (China-Pakistan Economic Corridor) has the aim of creating commercial relations between Pakistan and China, lowering trade costs and boosting regional development. However, the emergence of CPEC is thought to have exacerbated Baloch's complaints.
