Abstract

ABSTRAK Pada tingkat partisipasi masyarakat pada Taman Kota II BSD Tangerang Selatan masih ditemukannya indikasi masalah seperti belum adanya partisipasi masyarakat, partisipasi masyarakat penting dalam pengelolaan taman kota karena masyarakat sebagai alat guna dalam memperoleh informasi kondisi nyata di lapangan. Masyarakat akan lebih mempercayai program kegiatan pengelolaan kawasan taman kota ketika mereka terlibat dalam persiapan dan perencanaannya sebab itu peneliti membuat 3 tujuan seperti 1). Menganalisa Proses Revitalisasi Taman Kota 2).Untuk Mengetahui tingkat partisipasi masyarakat dalam mendukung pengelolaan taman kota 2 di kota Tangerang Selatan 3). Untuk Mengetahui bentuk partisipasi masyarakat dalam mendukung pengelolaan taman kota 2 di kota Tangerang Selatan. Didalam penelitian ini menggunakan teori Arsntein (1969) dengan indikator 1). Tidak ada partisipasi (Manipulation, Therapy), 2). Tokenisme (Informing, Consulation, Placation), 3). Masyarakat memiliki kekuasaan (Partnership, Delegated Power, Citizen Control), dengan menggunakan metode penelitian kualitatif. Hasil dari penelitian ini adalah 1. Revitalisasi dalam mendukung pengelolaan Taman Kota 2 Tangerang Selatan, proses revitalisasi ini hanya meminta izin kepada masyarakat sekitar agar segera memproses revitalisasi tersebut supaya masyarakat dapat menikmatinya. 2) Tingkat partisipasi masyarakat dalam mendukung pengelolaan Taman Kota 2 Tangerang Selatan: Degree of Tokenism (Derajat Semu), Pemerintah daerah mengadakan pertemuan publik untuk mendiskusikan rencana pengelolaan Taman Kota 2. Namun, pertemuan tersebut hanya dihadiri oleh beberapa orang dari masyarakat, dan tanggapan mereka diabaikan atau tidak diperhitungkan dalam pengambilan keputusan akhir 3) Bentuk partisipasi masyarakat dalam mendukung pengelolaan Taman Kota 2 Tangerang Selatan: Menerima informasi, Memelihara lingkungan sekitar, dan Mengembangkan hasil, Masyarakat diberikan pemahaman tentang pentingnya menjaga kebersihan, merawat tanaman, dan memanfaatkan taman dengan baik. Kata Kunci : Pengelolaan dan Partisipasi Jumlah Halaman : XVI+111 Halaman + 4 Lampiran Referensi : 15 Buku (2005-2020) dan 21 Jurnal (2017-2022) Pembimbing : Dini Gandini Purbaningrum, S.IP , M.A v COMMUNITY PARTICIPATION IN SUPPORTING THE MANAGEMENT OF CITY PARK II IN THE CITY OF TANGERANG SELATAN ABSTRACT In the level of community participation in Taman Kota II BSD in Tangerang Selatan, there are indications of issues such as the lack of community participation, incomplete revitalization in its management, and absence of forms of community participation in supporting the management of Taman Kota II BSD. Community participation is important in the management of urban parks because the community serves as a means to obtain real-time information about the conditions on the ground. The community will trust the park management program more when they are involved in its preparation and planning. Therefore, the researcher has set three objectives for this study: 1) Analyzing and understanding the process of revitalizing Taman Kota 2, 2) Understanding the level of community participation in supporting the management of Taman Kota 2 in Tangerang Selatan, and 3) Understanding and analyzing the forms of community participation in supporting the management of Taman Kota 2 in Tangerang Selatan. This study adopts Arnstein's theory (1969) with the indicators of 1) Non-participation (Manipulation, Therapy), 2) Tokenism (Informing, Consultation, Placation), and 3) Citizen empowerment (Partnership, Delegated Power, Citizen Control), using qualitative research methods. The results of this study are as follows: 1) Degree of Tokenism in community participation in supporting the management of Taman Kota 2 in Tangerang Selatan: The local government holds public meetings to discuss the management plan of Taman Kota 2. However, only a few members of the community attend these meetings, and their feedback is disregarded or not taken into account in the final decision- making process. 2) Forms of community participation in supporting the management of Taman Kota 2 in Tangerang Selatan: Community members are provided with an understanding of the importance of maintaining cleanliness, caring for plants, and utilizing the park effectively. They are educated on sustainable ways to utilize the natural resources in the park and the importance of environmental sustainability.3) Empowerment stages in community participation in the maintenance of Jeletreng River: Preparation, Transformation (through the community group Sekber Jeletreng), and Intellectual Enhancement (environmental cleanliness campaign with the slogan "The river is not a garbage dump"). The influence of the river cleaning program: Increased awareness and concern for the cleanliness of the river.
