Abstract

ABSTRAK FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ILMU ADMINISTRASI PUBLIK Skripsi, 25 Juni 2023 MUTIA RIKSFARDINI ANALISIS IMPLEMENTASI KEBIJAKAN PENANGANAN SAMPAH LAUT DI WILAYAH PESISIR MUARA ANGKE JAKARTA UTARA 194 Halaman+ 4 Tabel+ 5 Lampiran Penelitian ini berfokus pada implementasi kebijakan penanganan sampah laut di wilayah pesisir Muara Angke Kota Administrasi Jakarta Utara, dengan masalah utama pencemaran laut karena belum optimalnya pelaksanaan program Rencana Aksi Nasional penanganan sampah laut serta masih kurangnya kesadaran masyarakat terhadap bahaya masuknya sampah ke laut, sehingga tercemarnya laut oleh sampah plastik dan sampah medis. Tujuannya untuk mengetahui implementasi kebijakan penanganan sampah laut di wilayah pesisir Muara Angke dan mengetahui apa saja faktor pendukung dan penghambatnya. Dengan menggunakan metode kualitatif serta pengumpulan data wawancara, observasi dan dokumentasi. Teori yang digunakan yaitu dikemukakan oleh Merilee S. Grindle meliputi Isi Kebijakan dan Lingkungan Implementasi. Hasil isi kebijakan yakni indikator kepentingan mempengaruhi, adanya kebijakan Peraturan Presiden Nomor 83 Tentang Penanganan Sampah Laut tidak ada kepentingan individu. Indikator dampak positifmulai menunjukan hasil dan manfaatnya dirasakan oleh masyarakat dan Pemerintah. Indikator derajat perubahan diinginkan masih belum cukup karena faktor penghambat yaitu sumber daya manusia, kurangnya pemahaman masyarakat pada lingkungan. Indikator letak pengambilan keputusan berada pada para pengambil keputusan dalam kebijakan relevan dengan yang dibutuhkan oleh kebijakan penanganan sampah laut. Inidkator pelaksanaan program sudah sangat diupayakan oleh para pelaksana program terkait penanganan sampah laut di wilayah pesisir Muara Angke. Indikator sumber daya mendukung dibutuhkan untuk penanganan sampah laut belum memadai, karena rendahnya anggaran sampah, implementasi regulasi sampah belum efektif dan kurangnya teknologi canggih untuk pengelolaan sampah. Hasil lingkungan implementasi yaitu indikator kekuasaan dan strategi aktor yang terlibat, dilaksanakan oleh para aktor relevan sesuai pelaksanaan program kebijakan penanganan sampah laut tetapi masih belum cukup karena banyak masyarakat kurang peduli lingkungan serta belum optimalnya program punishment. Indikator karakteristik lembaga berkuasa sangat berkomitmen menjalankan peran dalam melaksanakan program kebijakan penanganan sampah laut. Indikator kepatuhan pemerintah tanggap dalam merespons penanganan sampah laut dan masih perlu ditingkatkan kembali penanganan sampah lautnya. The aim is to find out the implementation of policies for handling marine waste in the Muara Angke coastal area and find out what the supporting and inhibiting factors are. Using qualitative methods and collecting data from interviews, observation and documentation. The theory used, proposed by Merilee S. Grindle, includes Policy Content and Implementation Environment. The results of the policy content are indicators of influencing interests, in the existence of Presidential Regulation Number 83 concerning Handling Marine Waste there are no individual interests. Positive impact indicators are starting to show results and the benefits are being felt by the community and the Government. Indicators of the degree of change desired are still not sufficient due to inhibiting factors, namely human resources, lack of public understanding of the environment. Indicators where decision making lies with decision makers in policies relevant to those required by policies for handling marine waste. Program implementation indicators have been highly sought after by program implementers related to handling marine waste in the Muara Angke coastal area. Indicators of the supporting resources needed to handle marine waste are inadequate, due to the low waste budget, ineffective implementation of waste regulations and the lack of advanced technology for waste management. The results of the implementation environment, namely indicators of the power and strategy of the actors involved, are implemented by relevant actors in accordance with the implementation of the policy program for handling marine waste but are still not enough because many people do not care about the environment and the punishment program is not optimal. The characteristic indicators are that powerful institutions are very committed to carrying out their role in implementing marine waste management policy programs. The government's compliance indicators are responsive in responding to the handling of marine waste and the handling of marine waste still needs to be improved.
