Abstract

ABSTRAK Nama : Diaz Tarakarti Gusman Program Studi : Administrasi Publik Judul Skripsi : Implementasi Kebijakan Pencegahan Kekerasan Seksual Di Universitas Negeri Jakarta (Permendikbudristek Nomor 30 Tahun 2021) Terjadi beberapa kasus kekerasan seksual di berbagai tempat pendidikan di Indonesia, mulai dari TK sampai ke perguruan tinggi pernah memiliki kasus mengenai adanya kekerasan seksual di lingkungannya. Selain di UNJ, kasus kekerasan seksual juga terjadi di beberapa perguruan tinggi lainnya, karena kasus kekerasan seksual merupakan sebuah fenomena gunung es yang bermunculan baru pada titik puncaknya saja. Maka dari itu, Kemendikbudristek menerbitkan suatu kebijakan yakni Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi No 30 Tahun 2021 Tentang Pencegahan dan Penanganan Kekerasan Seksual di Perguruan Tinggi. Tujuan penelitian ini adalah untuk untuk mengetahui dan menganalisis implementasi kebijakan pencegahan dan penanganan kekerasan seksual di Universitas Negeri Jakarta melalui Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi No 30 Tahun 2021 Tentang Pencegahan dan Penanganan Kekerasan Seksual di Perguruan Tinggi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif untuk mengeksplorasi secara menyeluruh, teliti, dan mendalam dan selanjutnya adalah menguraikan atau mendeskripsikan terhadap data yang sudah direduksi. Penelitian ini menggunakan teori implementasi kebijakan Edward III yang terdiri dari Komunikasi, Sumberdaya, Disposisi, dan Struktur Birokrasi. Hasil penelitian mengungkapkan bahwa di UNJ sudah mengimplementasikan kebijakan tersebut yakni dilihat dengan diterbitkannya Peraturan Rektor No 7 tahun 2021 tentang Pencegahan dan Penanganan Kekerasan Seksual di Lingkungan Universitas Negeri Jakarta serta membentuk Satuan Tugas PPKS UNJ, dibentuknya Satuan Tugas PPKS UNJ yang berfokus pada pencegahan dan penanganan kekerasan seksual di UNJ. Namun, pengimplementasian masih kurang karena masih adanya fakultas yang belum mendapatkan sosialisasi, penanganan kasus laporan yang tidak berjalan, keterlambatan Satuan Tugas PPKS UNJ dalam menangani suatu kasus kekerasan. Apart from UNJ, cases of sexual violence have also occurred in several other universities, because cases of sexual violence are an iceberg phenomenon that has emerged only at its peak. Therefore, the Ministry of Education and Culture issued a policy, namely the Minister of Education, Culture, Research and Technology Regulation No. 30 of 2021 concerning Prevention and Handling of Sexual Violence in Higher Education. The purpose of this study is to determine and analyze the implementation of policies to prevent and handle sexual violence at Universitas Negeri Jakarta through the Minister of Education, Culture, Research and Technology Regulation No. 30 of 2021 concerning Prevention and Handling of Sexual Violence in Higher Education. This research uses a qualitative research method with a descriptive approach to explore thoroughly, thoroughly, and in depth and then describe or describe the data that has been reduced. This research uses Edward III's policy implementation theory which consists of Communication, Resources, Disposition, and Bureaucratic Structure. The results of the study reveal that UNJ has implemented the policy, namely seen by the issuance of Rector's Regulation No. 7 of 2021 concerning the Prevention and Handling of Sexual Violence in the Jakarta State University Environment and forming the UNJ PPKS Task Force, the formation of the UNJ PPKS Task Force which focuses on preventing and handling sexual violence at UNJ. However, the implementation is still lacking because there are still faculties that have not received socialization, handling cases of reports that are not running, delays in the UNJ PPKS Task Force in handling a case of violence.
