Abstract

ABSTRAK Musrenbang di Kelurahan Sawah Kecamatan Ciputat terdapat 20 usulan yang masuk kedalam skala prioritas untuk ditahun berikutnya dapat terealisasi. Kemudian masih terdapat hambatan dalam pelaksanaan musrenbang. Tujuan dalam penelitian ini yaitu untuk mengetahui dan menganalisis partisipasi masyarakat dalam musyawarah perencanaan pembangunan (Musrenbang) di Kelurahan Sawah Kecamatan Ciputat Kota Tangerang Selatan. Metode yang digunakan dalam penelitian ini yaitu kualitatif dengan pendekatan deskriptif. Dalam penelitian ini menggunakan teori partisipasi masyarakat menurut Marschall yang terdiri dari 3 indikator yaitu: Adanya forum untuk menampung partisipasi masyarakat, Kemampuan masyarakat terlibat dalam proses, dan Adanya akses bagi masyarakat untuk menyampaikan pendapat dalam proses pengambilan keputusan. Hasil penelitian menunjukkan bahwa pada indikator pertama yaitu terdapat forum musrenbang untuk menampung usulan dari masyarakat, namun karena waktu pelaksanaan musrenbang yang tidak efektif dan efisien sehingga tidak semua masyarakat dapat hadir. Pada indikator kedua kemampuan masyarakat terlibat dalam kegiatan musrenbang yaitu pada tahap partisipasi dan pada tahap perencanaan pembangunan serta pemberdayaan hanya sebatas unsur pelaksana saja sedangkan untuk pembuatan keputusan hanya berasal dari pemerintah dan organisasi terkait dan pada hal ini masyarakat menganggap musrenbang hanya sebagai formalitas saja. Then there are still obstacles in the implementation of musrenbang. The purpose of this study is to determine and analyze community participation in development planning deliberations (Musrenbang) in Sawah Village, Ciputat District, South Tangerang City. The method used in this study is qualitative with a descriptive approach. This study uses the theory of community participation according to Marschall which consists of 3 indicators, namely: The existence of a forum to accommodate community participation, the ability of the community to be involved in the process, and the existence of access for the community to express opinions in the decision- making process. The results showed that the first indicator was that there was a musrenbang forum to accommodate proposals from the community, but because the time of musrenbang implementation was not effective and efficient so that not all people could attend. In the second indicator, the ability of the community to be involved in musrenbang activities, namely at the participation stage and at the development planning stage and empowerment is only limited to implementing elements, while decision making only comes from the government and related organizations, and in this case the community considers musrenbang only as a formality.
