Abstract

ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Transfer Anggaran Provinsi Berbasis Ekologi (TAPE) di Provinsi Kalimantan Utara. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Data yang diperoleh dilakukan melalui adanya observasi, wawancara, dan dokumentasi. Teori yang digunakan dalam analisis adalah teori Merilee S. Grindle yang ditentukan oleh isi kebijakan (content of policy) yang terdiri dari a) kepentingan-kepentingan yang mempengaruhi; b) tipe manfaat; c) derajat perubahan yang ingin dicapai; d) letak pengambilan keputusan; e) pelaksanaan program; f) sumber daya, dan konteks dari implementasinya (context of implementation) yang terdiri dari a) kekuasaan, kepentingan dan strategi; b) karakteristik lembaga c) tingkat kepatuhan dan respon pelaksana. Hasil kajian menunjukkan bahwa kepentingan yang mempengaruhi kebijakan ini adalah kepentingan pemerintah provinsi karena kebijakan ini dibuat murni melihat kondisi alam yang ada di Provinsi Kalimantan Utara yang mengedepankan kepentingan masyarakat. Kemudian tipe manfaat dari kebijakan ini menunjukkan bahwa dengan adanya kebijakan ini banyak memberikan manfaat baik untuk pemerintah Kabupaten/Kota maupun masyarakat. Derajat perubahan yang terjadi setelah adanya kebijakan ini juga sangat dirasakan baik oleh pemerintah Kabupaten/Kota maupun masyarakat. Untuk letak pengambilan keputusan masih dirasa belum maksimal dikarenakan keputusan dari kebijakan TAPE ini hanya dilakukan oleh pemerintah Provinsi. Selain itu pelaksanaan program masih dirasa belum maksimal dikarenakan masih adanya kendala-kendala yang dihadapi serta belum terpenuhinya semua kriteria dan indikator yang telah diberikan. Kemudian, pada sumber daya masih belum memadai baik sumber daya manusia, maupun sumber daya anggaran. Untuk kekuasaan sudah cukup baik dilihat dari adanya komunikasi dan koordinasi dari tiap-tiap instansi. Sedangkan untuk karakteristik juga dinilai baik dalam pelaksanaan kebijakan. Kepatuhan dan respon dilakukan oleh Kabupaten/Kota dan masyarakat yang dalam hal ini sudah cukup baik. This research uses qualitative research methods with a descriptive approach. The data obtained is carried out through observations, interviews, and documentation. Grindle determined by the content of policy (content of policy) consisting of a) influencing interests; b) type of benefits; c) degree of change to be achieved; d) location of decision making; e) program implementation; f) resources, and context of its implementation (context of implementation) consisting of a) power, interests and strategy; b) characteristics of the institution The results of the study show that the interests that affect this policy are the interests of the provincial government because this policy is made purely looking at the natural conditions in North Kalimantan Province that prioritise the interests of the community. Then the type of benefits of this policy shows that with this policy, there are many benefits for both the Regency/City government and the community. The degree of change that occurred after this policy was also felt by both the Regency/City government and the community. The location of the decision making is still considered not optimal because the decision of this TAPE policy is only carried out by the Provincial government. In addition, the implementation of the program is still considered not optimal because there are still obstacles faced and the unfulfillment of all the criteria and indicators that have been given. Then, the resources are still inadequate, both human resources, and budget resources. For power, it is quite good seen from the communication and coordination of each agency. As for the characteristics, it is also considered good in policy implementation. Compliance and response are carried out by the Regency/City and the community which in this case is good enough.
