Abstract

ABSTRAK Pengelolaan hutan yang dilakukan Perhutani Kesatuan Pemangku Hutan Sukabumi dilakukan dengan berkolaborasi dengan Lembaga Masyarakat Desa Hutan, hal itu dikarenakan pada awal mula pengelolaan hutan banyak sekali pencurian, penebangan liar, dan penjarahan yang terjadi di hutan milik Perhutani. Pada penelitian ini dalam kolaborasi yang dilakukan memiliki permasalahan yaitu komunikasi dan koordinasi yang kurang, informasi di lapangan yang belum direspon dengan baik, serta kurangnya produktivitas dan kreativitas kerja yang mempengaruhi kolaborasi. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Collaborative Governance pengelolaan tanah hutan milik Perhutani Kesatuan Pemangku Hutan Sukabumi. Dalam penelitian ini menggunakan teori menurut Ansell and Gash yaitu kondisi awal, kelembagaan, kepemimpinan, dan proses kolaborasi. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan bahwa pada indikator kondisi awal Perhutani Kesatuan Pemangku Hutan Sukabumi sudah cukup baik karena dengan kondisi yang ada langkah Perhutani untuk berkolaborasi sudah tepat dan selalu mengadakan musyawarah serta sosialisasi untuk mengurangi perbedaan persepsi. Pada indikator kelembagaan sudah baik dimana standar prosedur yang digunakan sudah sangat jelas dan tertera dalam berkas perjanjian kerjasama. Pada indikator kepemimpinan sudah cukup baik dengan Perhutani sebagai pihak pertama selalu rutin terjun kelapangan langsung serta melakukan monitoring dan juga evaluasi. Pada indikator proses kolaborasi sudah cukup baik dimana setiap aspek seperti dialog,kepercayaan, komitmen, sikap saling memahami dijalankan dengan optimal dan juga proses kolaborasi ini memberikan dampak untuk kesejahteraan masyarakat sekitar hutan. Dalam penelitian ini juga ditemukan faktor yang menghambat proses kolaborasi yaitu komunikasi dan koordinasi dengan para aktivis kurang ,serta pemahaman akan visi dan misi Perhutani sepenuhnya. Tetapi Perhutani selalu mendukung penuh mitra yang berkolaborasi dengan Perhutani. In this research, the collaboration that was carried out had problems, namely lack of communication and coordination, information in the field that had not been responded to properly, and a lack of work productivity and creativity that affected collaboration. The purpose of this research is to know and analyzeCollaborative Governance management of forest land belonging to Perhutani, Sukabumi Forest Stakeholders Unit. In this study using the theory according to Anshell and Gash namely initial conditions, institutions, leadership, and collaboration processes. The method used in this research is a descriptive method with a qualitative approach. The results showed that the indicators for the initial conditions of Perhutani, the Sukabumi Forest Stakeholders Unit, were quite good because with the existing conditions, Perhutani's steps to collaborate were appropriate and always held deliberations and outreach to reduce differences in perceptions. The institutional indicators are already good where the standard procedures used are very clear and stated in the cooperation agreement file. The leadership indicator is quite good with Perhutani as the first party, always routinely going directly into the field and conducting monitoring and evaluation. The indicators of the collaboration process are quite good where every aspect such as dialogue, trust, commitment, mutual understanding is carried out optimally and this collaboration process has an impact on the welfare of the community around the forest. This research also found factors that hindered the collaboration process, namely lack of communication and coordination with activists, as well as a full understanding of Perhutani's vision and mission.
