Abstract

ABSTRAK FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ILMU ADMINISTRASI PUBLIK Skripsi, 12 Juni 2023 ARIH SETYANINGRUM ANALISIS PENERAPAN E-OFFICE ATANDIE PADA DIREKTORAT JENDERAL KEPENDUDUKAN DAN PENCATATAN SIPIL KEMENTERIAN DALAM NEGERI Sebagai perwujudan e-government Direktorat Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri meluncurkan sistem e-Office, sistem ini dibangun untuk meningkatkan kualitas pelayanan publik dalam hal surat menyurat, komunikasi antar daerah melalui online atau secara digital, dalam penerapannya terdapat berbagai masalah dari sisi penyedia layanan seperti Birokrasi yang panjang, belum adanya kepastian SOP khusus dalam e-Office, masih terdapat kelemahan jaringan yang membuat sistem e-Office down server. Tujuan dari penelitian ini yaitu untuk menganalisis bagaimana penerapan e-Office Atandie pada Ditjen Dukcapil Kemendagri. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Penelitian ini menggunakan indikator penerapan e-government menurut Indrajit (2005:13) Hasil penelitian ini menunjukan bahwa content development sudah dilakukan pengembangan e-Office sejak 2021-2022 dan masih akan ada pengembangan terakhir di tahun 2023 terkait modul atau fitur yang baru, competency building pelatihan yang sudah pernah dilakukan antara lain sosialisasi kepada dinas dukcapil daerah, pelatihan kepada pegawai internal ditjen dukcapil kemendagri, connectivity sarana prasarana yang diberikan sudah cukup dilihat dari besarnya kapasitas server yang diberikan,tetapi masih harus menambahkan server cadangan untuk membackup data yang lain agar system tidak mudah down karena banyak nya yang akses, cyber laws peraturan hukum yang mendasari e-Office sudah cukup kuat dengan Permendagri N0.7 Tahun 2019 Tentang Pelayanan Administrasi Kependudukan Secara Daring tepatnya pada Bab 4 Tata Naskah Dinas Elektronik,citizen interfaces pengadaan pegawai dilakukan berkisar satu tahun sekali dengan 2 cara untuk Pegawai PNS dan Pegawai Non PNS,capital dari segi penerapan anggaran yang diterapkan untuk pembangunan dan pengembangan e-Office sudah cukup. Kata Kunci : E-Goverment, e-Office, Atandie, Kemendagri Referensi : 15 buku Pembimbing : Prof. Dr. Evi Satispi, M.Si vi ABSTRACT SOCIAL AND POLITICAL SCIENCE FACULTY PROGRAM STUDI PUBLIC ADMINISTRATION Skripsi, June 12 2023 ARIH SETYANINGRUM ANALYSIS OF ATANDIE E-OFFICE IMPLEMENTATION AT THE DIRECTORATE GENERAL OF POPULATION AND CIVIL REGISTRATION MINISTRY OF HOME AFFAIRS As an embodiment of e-government, the Directorate General of Population and Civil Registration of the Ministry of Home Affairs launched the e-Office system, this system was built to improve the quality of public services in terms of correspondence, inter-regional communication via online or digitally, in its implementation there are various problems from the provider side services such as long bureaucracy, there is no certainty of specific SOP in e-Office, there are still network weaknesses that make the e-Office system down server. The purpose of this study is to analyze how the implementation of e-Office Atandie at the Directorate General of Population and Civil Registry of the Ministry of Home Affairs. The research method used is descriptive with a qualitative approach and data collection techniques through interviews, observation and documentation. This study uses indicators of e-government implementation according to Indrajit (2005: 13). The results of this study indicate that content development has been carried out in e-Office development since 2021-2022 and there will still be the last development in 2023 related to new modules or features, competency building training that has been carried out includes outreach to the regional dukcapil offices, training for internal employees of the dukcapil directorate general of the ministry of home affairs, the connectivity of the infrastructure provided is sufficient as seen from the large server capacity provided, but still have to add a backup server to back up other data so that the system does not it's easy to down because there are many people who access it, cyber laws, the legal regulations that underlie e-Office are strong enough with Permendagri N0.7 of 2019 Concerning Population Administration Services Online, precisely in Chapter 4 of Electronic Service Manuscripts, citizen interfaces, employee procurement is carried out in about one year once in 2 ways for PNS Employees and Non PNS Employees, the capital in terms of the implementation of the budget applied to the development an development of e-Office is sufficient.
