Abstract

ABSTRAK Nama : Syifaa Ananda Sari Program Studi : Ilmu Administrasi Publik Judul : Efektivitas Program Pemberdayaan Usaha Mikro Kecil dan Menengah (UMKM) di Kecamatan Bojongsari Kota Depok Jumlah Halaman : xvii + 85 Halaman + 13 Tabel + 8 Gambar + 5 Lampiran Sektor UMKM membutuhkan akses seluas-luasnya terhadap peluang, dukungan, perlindungan, dan pertumbuhan untuk memaksimalkan pertumbuhan ekonomi daerah. Oleh karena itu, perlunya upaya pemberdayaan dalam mendukung perkembangan UMKM. Tujuan penelitian ini ialah untuk mengetahui efektivitas, faktor pendukung dan penghambat kegiatan program pemberdayaan UMKM di Kecamatan Bojongsari Kota Depok. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teori yang digunakan penelitian ini adalah teori efektivitas Subagyo dalam Budiani (2007) dengan empat indikator yaitu: Ketepatan Sasaran Program, Sosialisasi Program, Pencapaian Tujuan Program dan Pemantauan Program. Teknik pengumpulan data menggunakan Obeservasi, Wawancara dan Dokumentasi. Hasil penelitian indikator ketepatan sasaran bisa dikatakan sudah efektif dimana dengan menargetkan masyarakat yang memiliki KTP Kota Depok dengan usia 18-53. Pada sosialisasi program pemberdayaan UMKM belum efektif, karena penyampaian kepada masyarakat dinilai kurang maksimal. Pencapaian tujuan program pemberdayaan UMKM sudah efektif, dengan meningkatnya Indikator presentase wirausaha pada tahun 2022 mencapai 2,14% yang mana telah melampaui target yang ditetapkan yaitu 2,00%. Pemantauan program belum efektif dalam pelaksanaanya, pemantauan masih dilakukan melalui WhatsApp dan perlu dilakukan variatif agar kekurangan bisa di evaluasi. Untuk faktor pendukung program ini adalah antusias dari masyarakat yang tinggi serta adanya dukungan anggaran yang cukup serta faktor penghambat adalah masih banyak peserta yang berhenti di tengah pelaksanaan program. Therefore, the need for empowerment efforts to support the development of MSMEs. The purpose of this study was to determine the effectiveness, supporting and inhibiting factors for the MSME empowerment program in Bojongsari District, Depok City. This research uses a descriptive method with a qualitative approach. The theory used in this research is Subagyo's theory of effectiveness in Budiani (2007) with four indicators, namely: Accuracy of Program Targets, Program Outreach, Achievement of Program Objectives and Program Monitoring. Data collection techniques using observation, interviews and documentation. The results of the research on the accuracy of targeting indicators can be said to have been effective by targeting people who have Depok City Resident Identity Card aged 18-53. The socialization of the UMKM empowerment program has not been effective, because the delivery to the community is considered not optimal. Achievement of the objectives of the MSME empowerment program has been effective, with an increase in the percentage of entrepreneurs in 2022 reaching 2.14% which has exceeded the target set at 2.00%. Program monitoring has not been effective in its implementation, monitoring is still being carried out throughWhatsApp and it needs to be varied so that deficiencies can be evaluated. The supporting factors for this program are high enthusiasm from the community and sufficient budget support and the inhibiting factor is that there are still many participants who stop in the middle of implementing the program.
