Abstract

ABSTRAK Nama : Ulfia Septiani NPM 2018120097 Judul :Efektivitas Aparat Pengawas Internal Pemerintah (APIP) Inspektorat Jenderal Kementerian Dalam Negeri Dalam Pemantauan Tindak Lanjut Hasil Pengawasan Pada Pemerintahan Daerah. Jumlah Halaman : XVII + 181 Halaman Penelitian ini membahas efektifitas APIP Inspektorat Jenderal Kementerian Dalam Negeri dalam melaksanakan pemantauan Tindak Lanjut Hasil Pengawasan dengan studi kasus pada pemerintah daerah Sulawesi Tengah, Jawa Barat, DKI Jakarta, dan Sumatera Barat. APIP dalam hal ini belum memberikan atensi lebih dalam melaksanakan pemantauan TLHP, yang salah satunya disebabkan oleh tingginya mobilisasi APIP. Tujuan Penelitian ini untuk mengetahui dan menganalisis bagaimana efektivitas Aparat Pengawas Internal Pemerintah (APIP) Inspektorat Jenderal Kementerian Dalam Negeri dalam pemantauan tindak lanjut hasil pengawasan pada pemerintahan daerah. Penelitian ini mengacu pada teori Efektivitas Organisasi menurut Duncan dalam Steers (1985:83) dengan 3 indikator antara lain Pencapaian Tujuan; Integrasi; dan Adaptasi. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukan, dalam indikator Pencapaian Tujuan dapat dihasilkan bahwa APIP bersama bagian ANEV sebagai pemantau TLHP Pemerintah Daerah sudah optimal dapat dilihat dari upaya percepatan penyelesaian TLHP secara tepat waktu tercapai adalah dengan melakukan Assisting kepada Pemerintah Daerah selama penyelesaian TLHP, memberikan penghargaan sebagai motivasi Pemerintah Daerah, serta meluncurkan sistem informasi guna mempercepat proses input dan verifikasi dokumen TLHP, dalam indikator Integrasi dapat dihasilkan bahwa APIP dalam pelaksanaan pemantauan secara sub indikator prosedur sudah optimal, APIP sudah menjalankan alur pelaksanaan pemantauan Namun secara sosialiasi atau pun komunikasi selama ini APIP belum optimal, yang saat ini masih dibantu oleh bagian ANEV untuk menjadi media sektornya, salah satunya dalam menghubungi Pemerintah Daerah untuk peng upload an dokumen pendukung. Dan dalam indikator Adaptasi dalam peningkatan kemampuan, APIP dalam pelaksanaan pemantauan pemantauan sudah optimal namun masih perlu adanya peningkatan kapabilitas SDMnya, APIP melalui bagian ANEV sebagai fasilitator menerapkan proses TLHP secara 1 pintu yaitu PIC sebagai perantara serta membentuk komitmen yang dibangun dengan tidak membeda-bedakan antar Provinsi. Disamping itu, penggunaan aplikasi SIWASIAT sangat berpengaruh bagi percepatan penyelesaian TLHP. Number of Pages : XVII – 181 Pages This reserach discusses the effectiveness of the APIP Inspectorate General of the Ministry of Home Affairs in carrying out follow-up monitoring of supervision results. APIP in this case has not given more attention to carrying out TLHP monitoring, one of which is caused by the high mobilization of APIP. The purpose of this reserach is to find out and analyze the effectiveness of the Internal Government Supervisory Apparatus (APIP) of the Inspectorate General of the Ministry of Home Affairs in monitoring the follow-up to the results of supervision in local governments (Case Studies: Central Sulawesi, West Java, DKI Jakarta, and West Sumatra). This research refers to the theory of organizational effectiveness according to Duncan and Steers (1985:83) with 3 indicators, namely: the achievement of goals; integration; and adaptation. This research uses a descriptive method with a qualitative approach. The results showed that in the indicators of achievement of goals, it can be seen that the APIP, together with the ANEV division, as monitoring the TLHP of the Regional Government, has been optimal. It can be seen from the efforts to accelerate the completion of the TLHP in a timely manner. As well as launching an information system to speed up the process of input and verification of TLHP documents, in the Integration indicator, it can be seen that APIP in the implementation of monitoring by sub-procedure indicators is optimal. APIP has carried out the monitoring implementation flow. Currently, the ANEV division is still being assisted by the media sector, one of which is contacting the regional government to upload supporting documents. And in the adaptation indicator in capacity building, APIP in the implementation of monitoring and monitoring has been optimal but still needs to increase the capability of its human resources. APIP through the ANEV division as a facilitator implements the TLHP process in one door, namely PIC as an intermediary, and forms a commitment that is built by not discriminating between provinces. In addition, the use of the SIWASIAT application is very influential in accelerating the completion of the TLHP.
