Abstract

ABSTRAK Program Studi : Administrasi Publik Judul : Implementasi Kebijakan Program Zero Waste City Dalam Mewujudkan Smart Environment Di Kota Depok Jumlah Buku : 36 Buku Jumlah Jurnal : 19 Jurnal Jumlah Halaman : 177 + xviii Halaman Program Zero Waste City (Kota Bebas Sampah) merupakan kebijakan mengenai pengelolaan sampah di Kota Depok dari tahun 2016 hingga berlangsung sampai tahun 2024. Program tersebut merupakan salah satu program unggulan pemerintah Kota Depok yang bertujuan untuk membebaskan seluruh kawasan daerah di Kota Depok dari segala jenis sampah. Pada tahun 2017 Kota Depok mendapat Penghargaan Adipura. Namun, pada kenyataannya masih terdapat permasalahan mengenai pengelolaan sampah yang tidak terlaksana dengan baik sehingga di beberapa daerah Kota Depok belum terbebas dari persoalan sampah. Beberapa daerah di Kota Depok diantaranya Kecamatan Pancoran Mas, Kecamatan Sukmajaya, Kecamatan Cimanggis, Kecamatan Tapos, dan Kecamatan Sawangan. Kecamatan tersebut memiliki jumlah penduduk yang tinggi sehingga menyebabkan aktivitas yang dilakukan serta jumlah konsumsi juga mengalami kenaikan, hal ini menyebabkan jumlah timbulan sampah dapat meningkat. Tujuan penelitian ini untuk mengetahui Implementasi Kebijakan Program Zero Waste City Dalam Mewujudkan Smart Environment di Kota Depok. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dan menggunakan teori implementasi kebijakan menurut Van Meter dan Van Horn. Teknik pengumpulan data yang digunakan yaitu observasi, wawancara, dan dokumentasi. Penentuan informan berjumlah 14 orang dengan menggunakan teknik purposive sampling. Pengolahan data menggunakan teknik triangulasi dengan sumber. Kesimpulan dalam penelitian ini, hasil penelitian menunjukkan bahwa dalam proses implementasi kebijakan program Zero Waste City di Kota Depok belum optimal. Terdapat 4 indikator implementasi kebijakan yang mengalami hambatan dari 6 indikator lainnya. Pada indikator standar sasaran kebijakan mengalami hambatan pada ketercapaian tujuan yang hendak dicapai. Pada indikator sumber daya kebijakan hambatan mengenai kuantitas petugas lapangan DLHK yang terbatas dalam sosialisasi. Pada indikator sikap pelaksana, upaya sosialisasi yang dilakukan tidak rutin dilaksanakan. Pada indikator lingkungan sosial, ekonomi, dan politik memiliki hambatan pada dukungan sosial yang belum sepenuhnya mendukung terkait program Zero Waste City di Kota Depok. ABSTRACT Program Study : Public Administration Title : Implementation of “Zero Waste City” Policy Program Realizing The Smart Environment In Depok City Amount of Books : 36 Books Amount of Journal : 19 Journal Number of Pages : 177 + xviii pages The Zero Waste City Program is a policy regarding waste management in Depok City from 2016 until 2024. This program is one of the flagship programs of the Depok City government which aims to free all areas in Depok City from all types of waste. . In 2017 Depok City received the Adipura Award. However, in reality, there are still problems regarding waste management that are not carried out properly so in several areas the City of Depok has not been free from waste problems. Several areas in Depok City include Pancoran Mas District, Sukmajaya District, Cimanggis District, Tapos District, and Sawangan District. The sub-district has a high population that causes the activities carried out and the amount of consumption to also increase, this causes the amount of waste generation to increase. The purpose of this study was to determine the Implementation of the Zero Waste City Program Policy in Creating a Smart Environment in Depok City. This research uses a descriptive method with a qualitative approach and uses the theory of policy implementation according to Van Meter and Van Horn. Data collection techniques used are observation, interviews, and documentation. The determination of informants amounted to 14 people by using a purposive sampling technique. Data processing uses triangulation techniques with sources. The conclusion this study, the results of this study indicate that the implementation process of the Zero Waste City program policy in Depok City has not been optimal. There are 4 indicators of policy implementation that experience obstacles from the other 6 indicators. In the standard indicators, policy targets experience obstacles to the achievement of the objectives to be achieved. In terms of policy resource indicators, the obstacle is the quantity of DLHK field officers who are limited in outreach. On the attitude indicator of implementers, socialization efforts that are carried out are not routinely carried out. Social, economic, and political environmental indicators have obstacles in social support that have not fully supported the Zero Waste City program in Depok City.
