Abstract
ABSTRAK IMPLEMENTASI KEBIJAKAN IZIN OPERASIONAL PADA SEKOLAH MENENGAH PERTAMA DI KOTA BEKASI Fahmi Farraj Universitas Muhammadiyah Jakarta E-mail: fahmifrj@gmail.com Abstrak: Implementasi Kebijikan Peraturan Walikota No 69 tahun 2017 Tentang Pedoman Pendirian Satuan Pendidikan Jenjang Sekolah (Studi Izin Operasional SMP di Kecamatan Pondok Gede dan Pondok Melati). Penelitian ini membahas tentang Pedoman Pendirian Satuan Jenjang Pendidikan Sekolah terhadap Sekolah Menengah Pertama di Kecamatan Pondok Gede dan Pondok Melati. Didalam Izin Operasional sekolah salah satu syarat dari kebijakan tersebut wajib memiliki IMB untuk bangunan sekolah yang memuat peraturan, ruang lingkup, hingga berbagai persyaratan sehingga terciptanya tertib administrasi di Kota Bekasi. Tujuan penelitian ini adalah menganalisis implementasi Peraturan Walikota Bekasi Nomor 69 Tahun 2017 terhadap kelengkapan persyaratan izin operasional pada beberapa sekolah di Kecamatan Pondok Gede dan Pondok Melati. Teori penelitian ini menggunakan teori Implementasi Kebijakan dalam konsep model George Edwards III dengan 4 (empat) indikator diantaranya komunikasi, sumber daya, disposisi dan struktur birokrasi. Dengan menggunakan metode deskriptif dengan pendekatan kualitatif. Pengambilan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian dari indikator menyimpulkan bahwa indikator komunikasi, diperlukan sosialisasi secara massif, jelas, dan detail oleh pihak Pemerintah yang di antara nya dinas terkait yaitu Dinas Penanaman Modal Terpadu Satu Pintu dan Dinas Pendidikan. Indikator sumber daya, membutuhkan penambahan dalam staf khusus penyampaian tugas sosialisasi untuk sekolah yang masih bermasalah dalam izin operasionalnya. Indikator Disposisi, dibutuhkan nya komitmen untuk lebih tanggung jawab dari sikap pelaksana kebijakan. Indikator Struktur birokrasi, diterapkan sesuai standar operasional prosedur tidak adanya perbedaan dan kepentingan antar instansi. In the school Operational Permit, one of the requirements of the policy is to have an IMB for school buildings which contains regulations, scope, and various requirements so as to create an orderly administration in the City of Bekasi. The purpose of this study was to analyze the implementation of Bekasi Mayor Regulation No. 69 of 2017 on the completeness of operational permit requirements for several schools in Pondok Gede and Pondok Melati Districts. The theory of this research uses the theory of Policy Implementation in the George Edwards III model concept with 4 (four) indicators including communication, resources, disposition and bureaucratic structure. By using a descriptive method with a qualitative approach. Collecting data using interviews, observation, and documentation. The results of the research on indicators conclude that communication indicators require massive, clear and detailed socialization by the Government, including the related agencies, namely the One Stop Integrated Investment Service and the Education Office. The resource indicator requires the addition of special staff for the delivery of socialization tasks for schools that are still having problems with their operational permits. Disposition indicator, it takes commitment to be more responsible than the attitude of policy implementers. Indicators Bureaucratic structure, implemented according to standard operating procedures without differences and interests between agencies.
