Abstract

ABSTRAK Nama : Nabilah Zahra Program Studi : Administrasi Publik Judul : Implementasi Program Keluarga Harapan (PKH) di Desa Bongas Kecamatan Pamanukan Kabupaten Subang Jumlah Halaman : 93 Halaman Pemerintah di Indonesia telah melakukan berbagai upaya dalam menurunkan angka kemiskinan. Adapun salah satu cara yang dilakukan pemerintah dalam mempercepat penanggulangan kemiskinan dengan Program Keluarga Harapan (PKH). Pada Desa Bongas Kecamatan Pamanukan Kabupaten Subang dalam implementasi terdapat kendala dalam implementasi PKH, seperti penurunan KPM karena terkendala sistem pendataan yang kurang maksimal, kurang maksimalnya sosialiasi yang berjalan dan pemerintah desa tidak mengetahui bagaimana kondisi di lapangan. Tujuan penelitian untuk mengetahui dan menganalisis Implementasi Program Keluarga Harapan (PKH) di Desa Bongas Kecamatan Pamanukan Kabupaten Subang. Teori penelitian ini menggunakan teori Implementasi Kebijakan dalam konsep atau model Van Matter dan Carl Van Horn, yaitu dengan indikator: Ukuran-Ukuran Dasar dan Tujuan-Tujuan Kebijakan, Sumber Daya, Komunikasi Antar Organisasi, Karakteristik Badan-Badan Pelaksana, Kondisi-Kondisi Ekonomi, Sosial dan Politik, dan Kecenderungan Pelaksana. menggunakan metode deskriptif dengan pendekatan kualitatif. Pengambilan data menggunakan wawancara, observasi, dan dokumentasi. Temuan yang diperoleh penulis penurunan KPM PKH terkendala keadaan sosial masyarakat belum mendukung karena banyak masyarakat belum memperbaiki administrasi kependudukan, sehingga tidak dapat menerima bantuan. Kesimpulan: Implementasi PKH di Desa Bongas sudah berjalan namun belum optimal dikarenakan masih adanya indikator yang belum tercapai maksimal, yaitu ukuran-ukuran dasar dan tujuan-tujuan kebijakan serta komunikasi antar organisasi berjalan baik pendamping dengan dinas sosial, tetapi belum berkoordinasi baik antara pendamping dengan perangkat desa, kemudian harus adanya penambahan SDM pendamping PKH dan operator desa terkait pendataan untuk pelaksanaan PKH. Namun menurut indikator lingkungan sosial, ekonomi, dan politik PKH ini sudah tepat sasaran karena masyarakat di Desa Bongas mata pencaharian sebagai petani, dan pemerintah memberikan adanya dana insentif serta kecenderungan pelaksana terhadap pelaksanaan PKH menjadi faktor pendukung dalam menghadapi hambatan terkait kurangnya kesadaran masyarakat dalam memperbaiki administrasi kependudukan. sehingga upaya yang dilakukan untuk mengatasi hambatan yaitu dengan terus mengupayakan agar masyarakat memperbaiki administrasi kependudukan sehingga dapat menerima bantuan. The purpose of the study was to determine and analyze the Implementation of the Family Hope Program (PKH) in Bongas Village, Pamanukan District, Subang Regency. This research theory uses the theory of Policy Implementation in the concept or model of Donald Van Matter and Carl Van Horn, namely: Basic Measures and Policy Objectives, Policy Resources, Inter-Organizational Communication and Implementation Activities, Characteristics of Implementing Agencies, Economic, Social and Political Conditions, and Implementing Trends. By using a descriptive method with a qualitative approach. Collecting data using interviews, observation, and documentation. The findings obtained by the authors that the decline in KPM PKH is constrained by the social conditions of the community not yet supporting it because many people have not improved population administration, so they cannot receive assistance. Conclusion: The implementation of PKH in Bongas Village has been running but is not optimal because there are still indicators that have not been achieved optimally, namely the basic measures and policy objectives as well as communication between organizations that goes well with the assistants and social services, but has not coordinated well between the facilitators and the apparatus. village, then there must be additional PKH companion human resources and village operators related to data collection for PKH implementation. However, according to the indicators of the social, economic, and political environment, PKH is right on target because the people in Bongas Village make a living as farmers, and the government provides incentive funds and the tendency for implementers to implement PKH are supporting factors in dealing with obstacles related to the lack of public awareness in improving administration. population. so that efforts are being made to overcome obstacles, namely by continuing to strive for the community to improve population administration so that they can receive assistance.
