Abstract

ABSTRAK Nama : Alif Akbar Syah Program Studi : Administrasi Publik Judul : Implementasi Kebijakan Pengendalian Transportasi Dalam Rangka Pencegahan Penyebaran Covid-19 (Tinjauan Pada Persero Terbatas Kereta Commuter Indonesia) Jumlah Halaman : 74 halaman Pandemi Corona Virus Disease 2019 (Covid-19) mengakibatkan pengaruh besar pada aspek kehidupan, dengan meluasnya penyebaran Covid-19 di Indonesia. Pemerintah Indonesia pada Menteri Perhubungan Republik Indonesia mengeluarkan Peraturan Menteri Nomor PM 41 Tahun 2020 Tentang Pengendalian Transportasi Dalam Rangka Pencegahan Penyebaran Corona Virus Disease 2019 (Covid19) hal tersebut dilakukan dalam rangka menghadapi masa adaptasi kebiasaan baru menuju masyarakat produktif dan aman Covid-19. Tujuan penelitian mengetahui dan menganalisis Implementasi Kebijakan Pengendalian Transportasi Dalam Rangka Pencegahan Penyebaran Corona Virus Disease 2019 (Covid19) di PT Kereta Commuter Indonesia. Analisis penelitian ini menggunakan model George Edwards III dengan 4 (empat) indikator yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Dengan menggunakan metode deskriptif kualitatif. Pengambilan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian menyimpulkan pertama, diperlukan penambahan marka atau petunjuk informasi protokol kesehatan di Stasiun Tanah. Kedua, membutuhkan penambahan petugas keamanan di dalam kereta. Ketiga, penyampaian tugas terlaksana dengan baik. Keempat, hubungan internal serta eksternal instansi berjalan harmonis dan saling terintegrasi satu sama lain. Saran bagi pengelola PT Kereta Commuter Indonesia adalah komunikasi kepada penumpang untuk ditingkatkan, melakukan penambahan ketersediaan marka sesuai petunjuk protokol kesehatan di Stasiun Tanah Abang, menambahkan jumlah petugas keamanan di dalam kereta commuter untuk pengawasan keamanan yang maksimal. The Indonesian government at the Minister of Transportation of the Republic of Indonesia issued Ministerial Regulation Number PM 41 of 2020 concerning Transportation Control in the Context of Preventing the Spread of Corona Virus Disease 2019 (Covid19). The purpose of this research is to find out and analyze the implementation of transportation control policies in order to prevent the spread of Corona Virus Disease 2019 (Covid19) at PT Kereta Commuter Indonesia. The analysis of this research uses the George Edwards III model with 4 (four) indicators, namely communication, resources, disposition and bureaucratic structure. By using a qualitative descriptive method. Collecting data using interviews, observation, and documentation. The results of the study conclude that first, it is necessary to add markers or instructions for information on health protocols at Tanah Station. Second, it requires additional security officers on the train. Third, the delivery of tasks is carried out well. Fourth, the internal and external relations of the institution run harmoniously and are mutually integrated with each other. Suggestions for the managers of PT Kereta Commuter Indonesia are to improve communication to passengers, increase the availability of markings according to the health protocol instructions at Tanah Abang Station, increase the number of security officers on the commuter train for maximum security supervision.
