Abstract

FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 19 Juli 2022 MELLA TAMARA EFEKTIVITAS PROGRAM INDONESIA PINTAR TAHUN AJARAN 2021- 2022 DI SMA NEGERI 9 KOTA TANGERANG SELATAN xvii + 125 halaman + 10 tabel + 6 lampiran ABSTRAK Program Indonesia Pintar (PIP) adalah bantuan berupa uang tunai, perluasan akses, dan kesempatan belajar dari pemerintah yang diberikan kepada peserta didik dan mahasiswa yang berasal dari keluarga miskin atau rentan miskin untuk membiayai pendidikan. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Efektivitas Program Indonesia Pintar Tahun Ajaran 2021-2022 di SMA Negeri 9 Kota Tangerang Selatan. Penelitian ini menggunakan teori efektivitas program menurut Sutrisno (2007:125-126) dengan 5 indikator yaitu; Pemahaman Program, Tepat Sasaran, Tepat Waktu, Tercapainya Tujuan, dan Perubahan Nyata. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Analisis data menggunakan Miles dan Hubberman (1984) dalam Sugiyono (2017:246) yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukan pelaksanaan PIP Tahun Ajaran 2021-2022 di SMAN 9 Kota Tangerang Selatan dapat dikatakan cukup efektif, namun masih terdapat kendala dan kekurangan seperti kurangnya pemahaman serta informasi bagi sekolah, orang tua, siswa, maupun RT setempat terkait program. Belum sepenuhnya pengusul dan penerima PIP, serta pemanfaatan penggunaan dana tepat sasaran. Pelaksanaan program belum bisa dikatakan tepat waktu karena belum adanya perencanaan ataupun jadwal pasti dari pusat. Secara garis besar tujuan dari PIP sudah tercapai, namun belum optimal karena masih terdapat kendala dan kekurangan yang dirasakan. Adanya PIP membawa dampak positif maupun negatif di SMAN 9 Kota Tangerang Selatan. The purpose of this study is to find out and analyze the Effectiveness of the Program Indonesia Pintar for the Academic Year 2021-2022 at SMA Negeri 9 Tangerang Selatan City. This study uses the theory of program effectiveness according to Sutrisno (2007:125-126) with 5 indicators, namely; Program Understanding, Right on Target, Right on Time, Achievement of Goals, and Real Change. This study uses a descriptive method with a qualitative approach. Data collection techniques with interviews, observation, and documentation. Data analysis uses Miles and Hubberman (1984) in Sugiyono (2017:246), namely data collection, data reduction, data presentation, and drawing conclusions/verification. The results of the study show that the implementation of PIP for the 2021-2022 Academic Year at SMAN 9 South Tangerang City can be said to be quite effective, but there are still obstacles and shortcomings such as lack of understanding and information for schools, parents, students, and local RTs related to the program. The PIP proposers and recipients are not yet fully implemented, and the utilization of the funds is right on target. The implementation of the program cannot be said to be on time because there is no definite plan or schedule from the center. Broadly speaking, the objectives of the PIP have been achieved, but are not yet optimal because there are still perceived obstacles and shortcomings. The existence of PIP has had both positive and negative impacts at SMAN 9, South Tangerang City.
