Abstract

FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 27 Januari 2023 MUHAMMAD AL HARRYS EFEKTIVITAS PENANGANAN BANJIR OLEH PASUKAN BIRU DI KECAMATAN KEBAYORAN BARU xv + 108 Halaman + 11 Tabel + 5 Lampiran ABSTRAK Secara geografis Jakarta merupakan dataran rendah yang berada di antara hulu, sungai, dan pesisir. Penyebab banjir di Jakarta bukan hanya semata-mata karena hujan yang turun melainkan ada 3 faktor penyebab yaitu banjir hujan lokal, banjir kiriman, dan banjir rob. Pada tahun 2021 Kecamatan Kebayoran Baru mengalami banjir dengan ketinggian air mencapai 200cm. Dalam rangka menyelesaikan masalah banjir hingga tuntas, maka pemerintah Provinsi DKI Jakarta menciptakan unit kerja melalui Sumber Daya Air (Sudin SDA) yaitu dibentuknya Pasukan Biru. Diidentifikasi penelitian ini berlatar belakang dengan ketidakahlian personel Pasukan Biru, Kurang berjalannya standar operasional prosedur, dan Kurangnya sosialisasi Pasukan Biru kepada warga Kecamatan Kebayoran Baru. Tujuan penelitian ini untuk mengetahui dan menganalisis efektivitas Pasukan Biru di Kecamatan Kebayoran Baru. Metode yang digunakan dalam penelitian adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan teori efektivitas menurut Sutrisno (2007:125) dengan lima indicator yaitu pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan program, perubahan nyata. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Penentuan informan dalam penelitian menggunakan teknik purposive sampling dan teknik accidental sampling. Selain itu untuk uji keabsahan data menggunakan teknik triangulasi. Hasil penelitian menunjukan bahwa Pasukan Biru di Kecamatan Kebayoran Baru belum efektif. Dari kelima indikator tersebut dinilai bahwa indikator pemahaman program, dan indikator tercapainya tujuan program masih memiliki kekurangan, hal ini dikarenakan karena sosialisasi mengenai Pasukan Biru yang sangat minim. Lalu, indikator tercapainya tujuan program, hingga saat ini titik banjir menurun namun banjir masih terus dialami warga hanya saja dampak banjir menjadi ringan karena sudah dapat dikendalikan. The cause of flooding in Jakarta is not only due to rainfall but there are 3 factors, namely local rain floods, incoming floods, and tidal floods. In 2021, Kebayoran Baru District experienced flooding with a water level of up to 200cm. In order to solve the problem of flooding completely, the Jakarta Provincial Government created a work unit through the Water Resources (Sudin SDA) by forming the Blue Force. This research is identified with the background of the lack of expertise of Blue Force personnel, the lack of operational standard procedures, and the lack of socialization of the Blue Force to residents of Kebayoran Baru District. The purpose of this study is to determine and analyze the effectiveness of the Blue Force in Kebayoran Baru District. The method used in this research is descriptive research with a qualitative approach. This study uses the theory of effectiveness according to Sutrisno (2007:125) with five indicators, namely program understanding, on target, on time, achievement of program goals, and real change. Data collection techniques with observation, interviews, and documentation. The determination of informants in the study used purposive sampling techniques and accidental sampling techniques. In addition, for testing the validity of the data, the triangulation technique was used. The results showed that the Blue Force in Kebayoran Baru District was not yet effective. Of the five indicators, it was assessed that the program understanding indicator and the achievement of program goals indicator still have shortcomings, this is because the socialization of the Blue Force is very minimal. Then, the achievement of program goals indicator, until now the flood point has decreased but flooding is still being experienced by residents, it’s just that the impact of flooding is light because it can be controlled.
