Abstract
ABSTRAK FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 28 Desember 2022 MUHAMMAD ABDILAH IMPLEMENTASI PERATURAN GUBERNUR PROVINSI DKI JAKARTA NOMOR 66 TAHUN 2020 TENTANG UJI EMISI GAS BUANG KENDARAAN BERMOTOR DI PROVINSI DKI JAKARTA XVI + 95 Halaman + 6 Tabel + 6 Lampiran ABSTRAK DKI Jakarta merupakan Ibukota dari negara Indonesia. Tingginya tingkat urbanisasi membuat meningkatnya jumlah penduduk di DKI Jakarta serta tingginya mobilitas masyarakat. Dengan banyaknya jumlah penduduk, maka jumlah kendaraan bermotor juga semakin meningkat. Banyaknya kendaraan bermotor di DKI Jakarta membuat kualitas udara menjadi buruk. Penelitian ini akan menganalisa pelaksanaan kebijakan uji emisi di DKI Jakarta dengan menggunakan konsep implementasi. Hal ini berupaya untuk menjawab permasalahan dalam pelaksanaan kebijakan uji emisi di DKI Jakarta. Tujuan penelitian ini unutk mengetahui dan menganalisis implementasi peraturan Gubernur Provinsi DKI Jakarta nomor 66 tahun 2020 tentang uji emisi gas buang kendaraan bermotor di Provinsi DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian ini menggunakan teori implementasi kebijakan dari Van Meter dan Van Horn dalam Agustino (2019:142). Dengan indikator (1) Ukuran dan tujuan kebijakan, berkaitan dengan indikator ini adanya sanksi yang belum maksimal, (2) Sumberdaya, berkaitan dengan sumberdaya yaitu SDM dan bengkel uji emisi yang dimiliki masih minim, (3) Karakteristik agen pelaksana, indikator ini berkiatan dengan luas cakupan wilayah dan sebaran sudah cukup optimal, (4) Sikap atau kecenderungan, berkaitan dengan indikator ini memprioritaskan kebijakan uji emisi, (5) Komunikasi antar organisasi, koordinasi yang dibangun sudah cukup baik, (6) Lingkungan sosial, ekonomi dan politik, masyarakat sudah mengetahui dan uji emisi ini dapat menjadi peluang usaha. Hasil penelitian bahwa pelaksanaan kebijakan uji emisi sudah berjalan baik dan optimal, namun masih terdapat hambatan seperti jumlah bengkel yang masih sedikit dan sanksi tilang yang belum berjalan optimal. The high level of urbanization has increased the number of residents in DKI Jakarta and the high mobility of the community. With the large number of residents, the number of motorized vehicles is also increasing. The number of motorized vehicles in DKI Jakarta makes air quality poor. This research will analyze the implementation of the emission test policy in DKI Jakarta using the concept of implementation. This seeks to answer problems in the implementation of the emission test policy in DKI Jakarta. The purpose of this study is to determine and analyze the implementation of the DKI Jakarta Governor Regulation number 66 of 2020 concerning the exhaust emission test of motor vehicles in DKI Jakarta Province. This research uses a qualitative approach with descriptive methods. This research uses the theory of policy implementation from Van Meter and Van Horn in Agustino (2019: 142). With indicators (1) Measures and policy objectives, related to this indicator is the existence of sanctions that have not been maximized, (2) Resources, related to resources, namely human resources and emission test workshops that are still minimal, (3) Characteristics of implementing agents, this indicator relates to the area coverage and distribution is quite optimal, (4) Attitudes or tendencies, related to this indicator prioritize emission test policies, (5) Inter-organizational communication, the coordination built is quite good, (6) Social, economic and political environment, people already know and this emission test can be a business opportunity. The results showed that the implementation of the emission test policy has been running well and optimally, but there are still obstacles such as the small number of workshops and ticket sanctions that have not run optimally.
