Abstract

FAKULTAS ILMU SOSIAL DAN ILMU POLITIK PROGRAM STUDI ADMINISTRASI PUBLIK Skripsi, 27 Juni 2022 FIOLA LOLITA SARI PARTISIPASI MASYARAKAT DALAM PENERAPAN KEBIJAKAN KEWAJIBAN PENGGUNAAN KANTONG BELANJA RAMAH LINGKUNGAN DI KECAMATAN CILANDAK JAKARTA SELATAN XXI + 97 Halaman + 8 Tabel + 6 Lampiran ABSTRAK Pemerintah DKI Jakarta menetapkan Peraturan Gubernur No. 142 Tahun 2019 tentang Kewajiban Penggunaan Kantong Belanja Ramah Lingkungan di Pusat Perbelanjaan, Toko Swalayan, dan Pasar Rakyat sebagai bentuk upaya untuk mengurangi timbulan sampah yang berasal dari plastik dan untuk meningkatkan kesadaran masyarakat terhadap lingkungan. Dengan diterapkannya Peraturan ini diharapkan bahwa masyarakat dapat mengubah kebiasaan untuk membawa kantong belanja sendiri yang lebih ramah lingkungan. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis partisipasi masyarakat dalam menerapkan kewajiban penggunaan KBRL di Kecamatan Cilandak. Penelitian ini menggunakan teori partisipasi masyarakat menurut Marschall dengan 3 indikator yaitu: Adanya suatu kelompok untuk menampung partisipasi masyarakat, Kemampuan masyarakat terlibat, dan Adanya kegiatan masyarakat untuk menaympaikan pendapat. Metode yang digunakan pada penelitian ini yaitu kualitatif dengan metode deskriptif. Teknik pengumpulan data yaitu dilakukan dengan wawancara, observasi, dan dokumentasi. Teknik Analisa yang digunakan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Dari hasil penelitian yang telah dilakukan pada indikator pertama yaitu bukan hanya Sudin LH Jaksel selaku pemerintah yang turun langsung, namun juga pihak pengelola pusat perbelanjaan, toko swalayan, dan pasar rakyat dimana pihak tersebut menyediakan sumber informasi untuk menunjang pelaksanaan kebijakan kewajiban penggunaan KBRL. Kemampuan masyarakat terlibat, hanya sebatas unsur pelaksana saja sedangkan untuk pembuat keputusan berasal dari pemerintah dimana dalam pelaksanaan tersebut masyarakat Kecamatan Cilandak sudah mau berpatisipasi aktif dengan tidak memakai plastik sekali pakai saat berbelanja. Masyarakat dalam menyampaikan pendapat melalui pihak pengelola ataupun pihak penjual dimana masyarakat menyampaikan pendapatnya secara langsung melalui lisan. With the implementation of this regulation, it is hoped that people can change their habit of bringing their own shopping bags which are more environmentally friendly. The purpose of this study was to determine community participation in implementing the mandatory use of KBRL in Cilandak District. This study uses the theory of community participation according to Marschall with 3 indicators, namely: The existence of a group to accommodate community participation, the ability of the community to be involved, and the existence of community activities to express opinions. The method used in this research is qualitative with descriptive method. The data collection technique is done by interview, observation, and documentation. The analysis technique used is data collection, data reduction, data presentation, and drawing conclusions. From the results of research that has been carried out on the first indicator, it is not only the South Jakarta LH Sub-Department as the government that goes directly, but also the managers of shopping centers, supermarkets, and people's markets where these parties provide sources of information to support the implementation of the mandatory use of KBRL policies. The ability of the community to be involved is only limited to implementing elements, while decision makers come from the government where in the implementation the people of Cilandak District are willing to actively participate by not using single-use plastic when shopping. The community expresses their opinions through the manager or the seller where the community expresses their opinions directly orally.
